The sole source determination is based on the critical need to maintain continuity of maintenance support, ensure uninterruptible and reliable service, and provide the latest software to NIST's user community. Multiple ongoing projects are dependent on current MATLAB runs and configurations; terminating its use would significantly interrupt research efforts. NIST researchers have found public domain look-alike products do not satisfy their needs. MathWorks, Inc. is identified as the only known vendor capable of providing the required software licenses and maintenance support.

No solicitation package will be issued. This notice is not a request for competitive quotations. However, responses received by the due date will be considered by the Government. Information received will be used to determine whether to conduct a competitive procurement. A determination by the Government not to compete is solely at its discretion.
