Solicitation / Justification for Other Than Full and Open Competition

This document justifies the use of other than full and open competition for the procurement of MathWorks MATLAB® software licenses, associated toolboxes, and Software Maintenance Services (SMS). The Marine Corps Tactical Systems Support Activity (MCTSSA) requires these licenses to address a validated capability gap in advanced data analysis, modeling, simulation, and algorithm development for tactical systems, particularly in areas like 5G, AI/ML, and signal processing.

• Renewal of two (2) existing MathWorks MATLAB® software licenses.

• Procurement of one (1) additional MathWorks MATLAB® software license.

• Each license to be configured with 15 mission-essential toolboxes.

• Software Maintenance Services (SMS) for the licenses.

• Specific toolboxes required include: 5G, Communications, Computer Vision, Curve Fitting, DSP System, Deep Learning, Image Processing, Instrument Control, LTE, Parallel Computing, Reinforcement Learning, Signal Processing, Statistics & Machine Learning, WLAN, and Wireless Testbench.

• Requested Contract Award/Delivery Date: 30 June 2026.

• Service Period for Renewals: 01 Jul 2026 - 30 Jun 2027.

• Service Period for New Licenses: 12 months from 01 Jul 2026.

This document is a justification for sole-source procurement, not a solicitation for proposals. Evaluation criteria are not applicable as competition is being restricted.

This procurement is limited to MathWorks as the sole source due to brand name justification, as no other product is deemed to provide equivalent capabilities without substantial risk, increased cost, or schedule delays.

• The justification is based on the brand name requirement for MATLAB® due to its unique, integrated capabilities and industry-standard environment.
• Market research indicated that alternative tools would require significant customization and redevelopment, leading to unacceptable impacts.

Solicitation / RFP / RFQ

This solicitation (RFQ M68909-26-Q-7709) is for brand name MathWorks products, specifically MATLAB software and related maintenance services. The North American Industry Classification System (NAICS) code is 513210 - Software Publishers. The government intends to issue a single Firm-Fixed-Price (FFP) purchase order.

• Various MATLAB toolboxes including:

  • 5G Toolbox (5G)
  • Communications Toolbox (CM)
  • Computer Vision Toolbox (VP)
  • Curve Fitting Toolbox (CF)
  • DSP System Toolbox (DS)
  • Deep Learning Toolbox (NN)
  • Image Processing Toolbox (IP)
  • Instrument Control Toolbox (IC)
  • LTE Toolbox (LS)
  • Parallel Computing Toolbox (DM)
  • Reinforcement Learning Toolbox (RL)
  • Signal Processing Toolbox (SG)

• All items must be TAA compliant.

• Contract Type: Firm-Fixed-Price (FFP)

• Period of Performance: July 1, 2026, to June 30, 2027.

• Delivery Date: On or before July 1, 2026.

• Quotes are due no later than 12:00 PM (Pacific Daylight Time) on May 14, 2026.

• Evaluation Criteria: Award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering price and other factors. The evaluation will be based on:

  1. Technical Acceptability: Quotes must meet the technical requirements outlined in the RFQ.
  2. Price: Quotes will be evaluated to ensure all prices are fair and reasonable.

• The award will be made to the lowest-priced brand name quotation.

• This acquisition is unrestricted.

• NAICS Code: 513210 - Software Publishers.

• Offerors must be registered in the System for Award Management (SAM) and eligible to process invoices through Wide Area Workflow (WAWF).

• TAA compliance is required for all items.
