Sole Source Rationale
MathWorks, Inc. is the developer, sole manufacturer, and exclusive owner of MATLAB software and its proprietary toolboxes. NEI's existing analytical models and research workflows are exclusively in MATLAB. Transitioning to an alternative solution would require significant redevelopment, retraining, and revalidation, leading to increased cost, unacceptable technical risk, and disruption to mission-critical research. Market research indicates direct procurement from MathWorks offers the best value.
