Statement of Work (SOW) / Performance Work Statement (PWS)

To provide flight line utility vehicle (FLUV) leasing services to support the Marine Aviation Weapons and Tactics Squadron One (MAWTS-1) WTI Courses at Marine Corps Air Station (MCAS) Yuma, AZ.

• Lease 15 FLUVs for a firm-fixed-price contract duration of 54 days.

• Vehicles to be used for flight line ground transportation during the spring WTI Course, from March 8, 2026, to April 30, 2026.

• Vehicles will be operated by qualified U.S. Government operators for a maximum of 12 hours per day.

• Seating capacity for four individuals.

• Minimum 12 cubic foot cargo bed with an 800 lb capacity.

• Minimum ground clearance of 4.9 inches.

• Maximum speed not to exceed 20 MPH.

• Equipped with LED headlights and brake lights.

• Automatic parking brake.

• Maximum dimensions: 77 inches tall, 50 inches wide.

• Foldable windshield.

• Provide all maintenance (preventative and corrective) in accordance with OEM and commercial standards.

• Conduct pre-delivery inspections to ensure vehicles are operational and safe.

• Deliver vehicles fully operational, safe, and fueled to MCAS Yuma on the confirmed delivery date.

• Provide drivers for delivery and pick-up.

• Offload and onload FLUVs for the Government.

• Respond within 24 hours to equipment failures and arrange for repairs within one day.

• Provide replacement equipment at no additional cost if non-operational for more than two days.

• Recover disabled vehicles 24/7.

• Perform onsite repairs during normal business hours (Monday-Friday, 0730-1600 AST, excluding holidays), coordinating with the COR.

• Maintain a parts inventory to support on-site maintenance.

• Follow DFARS 252.217-7028 for "Over and Above" repairs (suspected Government-caused damage).

• Provide an emergency contact sheet inside each vehicle.

• Maintain required liability insurance (Workmen's Compensation, Comprehensive General Liability, Comprehensive Automobile Liability).

• Responsible for all FLUVs during the period of performance after initial delivery.

• Conduct daily operator maintenance inspections (tires, controls, batteries, fluids, walk-around).

• Wash equipment prior to contractor pick-up.

• Will not make alterations or improvements to the equipment.

• Equipment must be operational, ready, safe, and reliable.

• Deliveries must be within the timeline.

• Repairs must be performed to return equipment to a fully operational condition within 48 hours of notification.

• Positive CPARS evaluations may result from failure to meet standards.

• Vehicles will be restricted to hardball, paved surfaces.

• Mitigation plan includes supervision by Maintenance Site Leadership, key management, and pre/post checkout inspections at shift changes to assess for damage.

• Vehicles are designed for heavy, industrial use, excluding traditional "golf carts."

Solicitation / RFP / RFQ

This solicitation is for the rental of utility vehicles for MAWTS Utility Vehicles WTI 2-26. The North American Industry Classification Standard (NAICS) code is 532120, with a size standard of $47,000,000.00.

• Rental of utility vehicles.

• The specific requirements are detailed in the Performance Work Statement (PWS).

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: March 9, 2026, to April 6, 2026.

• Offer Due Date: March 4, 2026, at 09:00 AM Local Time.

• Quotes must be organized into Volume I (Price Quote), Volume II (Technical Proposal), and Volume III (Past Performance).

• Specific instructions for submission, including required information on the cover sheet, pricing details, technical approach, quality control plan, and past performance, are provided.

• Evaluation will be based on Price, Technical Capability, and Past Performance. The award will be made to the responsible Offeror whose offer is most advantageous to the Government, considering price and other factors.

• This acquisition is set aside for Small Business.

• The solicitation includes numerous FAR and DFARS clauses and provisions that offerors must comply with.

• A Performance Work Statement (PWS) is attached and provides detailed requirements.
