This is a combined synopsis/solicitation (RFQ #F2X3CE6093AQ01) for Cleaning and Sanitization of Dorm Ducts at Maxwell AFB, AL. The 42d Civil Engineering Squadron requires these services. This solicitation is for "Open Market" quotes only; GSA or GWAC quotes will not be considered. The procurement will be awarded under FAR Part 13 Simplified Acquisition Procedures as a Firm Fixed Priced contract.

• Quote Package Requirements: Dated quote with prices, extended prices, service specifications, work plan/schedule, completed representations and certifications (including Section 889 provisions 52.204-24 and 52.204-26), and confirmation of country of origin if applicable.

• Evaluation: Competitive best value acquisition. Award will be made to the lowest priced offeror meeting minimum criteria. Quotes will be rated Acceptable or Unacceptable.

• Price Reasonableness: Determined using techniques outlined in FAR 13.106-3(a).

• Contractors MUST BE REGISTERED and ACTIVE in the DoD Systems for Award Management (SAM) database at the time of quotation submission.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for a two-phase HVAC system project at Maxwell AFB/Gunter Annex, Alabama, covering approximately 460,000 square feet across multiple buildings.

• Phase 1: Duct Cleaning: Physical removal of dust, debris, and microbial growth from the entire air conveyance system (supply/return ducts, registers, grilles, diffusers, air handling units) using mechanical agitation and HEPA-filtered vacuum collection. Requires containment to prevent contaminant spread and protection of sensitive HVAC components.

• Phase 2: Air Sanitization System Installation: Installation of an active, long-term infection control air treatment system that generates un-encapsulated hydrogen peroxide vapor. The system must provide continuous infection control, neutralize mold, bacteria, and viruses, produce zero ozone, and comply with OSHA requirements for continuous human occupancy.

• Mold Remediation: If active mold is identified, the Contractor must treat it according to IICRC S520 standards and must be IICRC Mold Remediation Specialist certified.

• Phase 1 Verification: Independent third-party testing (e.g., Industrial Hygienist) required. Post-cleaning surface sampling must indicate fungal amplification is not occurring (IICRC S520 Condition 1).

• Phase 2 Verification: Within 72 hours of system activation, airborne spore trap analysis must show indoor fungal ecology is comparable to or more favorable than outdoor baseline samples.

• Reporting: Air quality reports required at the beginning and end of cleaning for each facility, and 30 days after sanitization system installation.

• Location: Specified buildings on Maxwell AFB/Gunter Annex, Alabama.

• Schedule: Work plan due within 15 days of Notice to Proceed. Work begins within 10 days of schedule approval. All work must be completed within 150 calendar days from the start of execution.
