• Period of Performance: 04/17/2026 to 05/15/2026.

• Delivery Date: 02/19/2026.

• Proposal/Quote Submission: Must be emailed to the Contracting Officer by 4/2/2026, 1400 MST. Mailed or faxed quotes will not be accepted.

• Quote Validity: Must be valid for a minimum of 60 days.

• Evaluation Factors: Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering PRICE, TECHNICAL, and PAST PERFORMANCE.

• Submission Requirements: Offerors must submit a separate document from their price quote containing a cover letter, company information, SAM Unique Entity ID, quote validity statement, references (with Past Performance Questionnaire), a technical capabilities discussion (max 15 pages), technical approach/solution and management approach (max 2 pages), compliance with SOW 1.02, and key personnel (max 1 page).

• This acquisition is a 100% Small Business Set-Aside.

• All offerors must be actively registered in the System for Award Management (SAM) and have updated/current Annual Representations and Certifications.

• Paper copies of the solicitation will not be mailed. Offerors are responsible for checking SAM for amendments.

• All questions must be submitted by 3/25/2026, 1400 MST.

• The solicitation incorporates FAR clauses by reference, with full text available upon request or electronically.

• Payment will be made via the Invoice Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide management, supervision, labor, supplies, materials, equipment, and tools for the removal, disposal, and replacement of the existing Patterson Kelly MACH C-450 boiler with a new boiler of equivalent heating capacity at the Bureau of Land Management (BLM) Upper Missouri Breaks National Monument Interpretive Center in Fort Benton, Montana.

• Replace the existing boiler (installed in 2005) with a new boiler meeting current LEED efficiency standards.

• Connect new boiler to existing exhaust, combustion air, water piping, gas piping, and condensate drain systems.

• Integrate the new boiler into the Johnson Controls Building Solutions, LLC (JCBS) proprietary Metasys Building Automation System. Integration and programming must be performed by certified JCBS technicians.

• Complete testing and balancing (TAB) of the hot water system by a certified third-party company and submit a TAB report.

• Ensure the new boiler's footprint and clearances fit within the existing service space and do not exceed the capacities of existing utilities and structural provisions.

• Perform leak detection, TAB, and HVAC control system verification in the presence of the Government engineer.

• Comply with the latest editions of NFPA 70 (2026), IMC (2024), IPC (2024), and IFGC (2024).

• New boiler must meet current LEED efficiency standards.

• All work must comply with specified codes and standards.

• Testing and balancing report required.

• Metasys system reports required before and after replacement.

• Leak detection reports required.

• Period of Performance: 30 days from contract award.

• Location: Upper Missouri Breaks National Monument Interpretive Center, 701 7th Street, Fort Benton, Montana.

• Working Hours: 7:45 a.m. to 4:30 p.m., Monday-Friday, excluding federal holidays. The building will be occupied.

• Contractors must register with the Montana Secretary of State and be licensed for plumbing and electrical work in Montana.

• All personnel must be experienced or supervised by experienced personnel.

• Submit equipment cutsheets, TAB report, Metasys reports, combustion air/flue gas calculations, leak detection reports, O&M literature, Montana business registration/license, a Safety Plan, and a Fire Plan.

• Allow five (5) working days for submittal review.

• Dispose of all waste materials off-site legally.

• Identify and submit key personnel to the Government.

• A Pre-Work Conference will be held prior to starting work.

• The worksite must be left in pristine condition upon completion.
