This solicitation is for a non-personal services contract to provide Roman Catholic religious ministries for military members, dependents, and other authorized persons aboard Marine Corps Air Station (MCAS) Beaufort, South Carolina. The services are intended to support religious services and the spiritual and personal readiness of personnel and families.

• Conduct Masses (Sundays, weekdays upon request, and Holy Days of Obligation).

• Administer Sacraments (Penance, Anointing of the Sick, Baptism, First Penance, First Eucharist, Confirmation).

• Conduct Funerals, Memorial Services, and Weddings.

• Provide counseling (spiritual, marital, crisis management, suicide prevention).

• Oversee Religious Education programs (K-12) and Adult Education.

• Recruit and train liturgical ministers.

• Publish a weekly Sunday Bulletin.

• Coordinate with Command Religious Program for outreach.

• Maintain office hours for counseling.

• Attend weekly staff meetings and Parish Council Advisory Meetings.

• Contract Type: Firm Fixed Price.

• Period of Performance: One base year with two one-year option periods.

• Place of Performance: MCAS Beaufort, SC Base Chapel.

• Government Furnished Property: Office space and basic office equipment will be provided.

• Size Standard: $13.0 Million

• The contractor shall not accept additional fees for services performed under this contract (e.g., Mass stipends, sacraments, baptisms, weddings, funerals).

• Contractors must comply with DBIDS requirements for base access.

• Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self) is required for information systems processing, storing, or transmitting Federal Contract Information (FCI) or Controlled Unclassified Information (CUI).

• Liaise with the Command Religious Program for outreach activities.

• Provide office hours for counseling.

• Attend weekly Staff Meetings and Parish Council Advisory Meetings.

• Must be a US citizen.

• Master of Divinity or Master of Theology from an accredited school.

• Minimum 5 years of pastoral experience.

• Priest in good standing with a Diocesan Bishop or Religious Community, with written permission.

• Demonstrated reliability, good relational skills, and ability to serve on an ecumenical team.

• Fluent in English (written and spoken).

• Ability to develop leaders, multi-task, and adjust to demands.

• Managerial, organizational, and leadership ability.

• Expert knowledge of Catholic doctrines, liturgy, sacraments, etc.

• Must obtain approval and Letter of Endorsement from the Archbishop of the Military Services (AMS) USA.

• Contractors must register in the Defense Biometrics Identification System (DBIDS) for base access.

• The contractor shall not accept additional fees for services performed under this contract (e.g., stipends, fees for sacraments, weddings, funerals).

• Invoicing is to be done through Wide Area Work Flow (WAWF).
