This solicitation is a Request for Quote (RFQ) for the purchase of motorcycles for the Marine Corps Base Hawaii (MCBH) Base Safety Department. The motorcycles will be used as training vehicles for the Level I motorcycle safety training course.

• Eight (8) new Honda CB300R motorcycles.

• Motorcycles must meet specific minimum salient characteristics, including:

  • Single cylinder 300CC liquid-cooled motor.
  • Handlebar configuration (no clip-on style handles).
  • 17-inch tubeless wheels (front and rear).
  • Light Emitting Diode (LED) lighting (headlight, taillight, turn signals).
  • Chain drive.
  • Bikini Fairings (naked style).
  • Inverted Front Forks.
  • Anti-lock Braking System (ABS).
  • Seat height no more than 32 inches.
  • Minimum of 1-year manufacturer's warranty.
  • Battery Tender connection.

• Motorcycles must be delivered built, oiled, gassed, and ready to ride.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: February 13, 2026, to April 13, 2026.

• Quotes must be submitted electronically via email to Sergeant Kihun Baek at kihun.n.baek.mil@usmc.mil.

• Offer Due Date: February 09, 2026, at 04:00 PM HAWAII STANDARD TIME (HST).

• Evaluation will be based on a Best Value Tradeoff approach, considering Technical Capability, Past Performance, and Price.

• Technical Capability is considered more important than Past Performance and Price.

• Technical Capability will be rated as Acceptable or Unacceptable. An "Unacceptable" rating will make the offeror ineligible for award.

• Price will only be evaluated for contractors receiving an "Acceptable" rating for Technical Capability.

• Past Performance will be evaluated on an Acceptable/Unacceptable basis.

• This acquisition is a Small Business set-aside.
