• Contract Structure: One (1) one-year base period and three (3) one-year option periods, for a total duration not to exceed five (4) years.

• Option Year Two: January 30, 2028 – January 29, 2029.

• Past Performance: Must include Past Performance Information Sheets for five (5) relevant contracts completed within the last five (5) years. Teaming partners and subcontractors must also provide this information. Evaluation considers recency, relevancy, and quality.

• Price: Will be evaluated for reasonableness and weighed with technical factors.

• Offer Acceptance: Offerors must hold prices firm for 90 calendar days from the offer receipt date.

• Total Small Business Set-Aside (52.219-6).

• Offerors must have an active entity registration in the System for Award Management (SAM).

• Site Visit: January 14, 2026, at 0900 Pacific Time at WFTC, 3237 Peacekeeper Way, McClellan CA 95652. RSVP required.

• Payments will be processed via The Invoice Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide janitorial services for the Wildland Fire Training and Conference Center (WFTC) and two dormitories located in McClellan, California.

• Year-around cleaning of 3 separate buildings totaling approximately 108,879 square feet.

• Includes office space, training rooms, conference rooms, breakrooms, restrooms, gym, kitchen, and dorm rooms.

• WFTC is used for training October-June and for fire emergencies June-October.

• Dorm room usage is variable, dependent on training schedules and student numbers.

• Place of Performance: USDA Forest Service, Wildland Fire Training and Conference Center, McClellan, CA 95652.

• Specific locations include Dormitory Building 941 and Dormitory Building 942.

• Cleaning of Administrative Offices and Conference Center: Monday-Friday, 6:00 PM - 6:00 AM.

• Government working hours: Monday-Friday, 0600-1800, excluding federal holidays.

• Services must result in an overall appearance of cleanliness.

• Surfaces must be free of dust, dirt, debris, oil spots, smudges, and streaks.

• Floors must be clean and vacuumed; carpets free of spots and stains.

• Sinks and water fountains must be clean with no residue.

• Performance will be evaluated based on Required Results and a maximum of five substantiated customer complaints per month.

• Contractor must provide all transportation, labor, equipment, supervision, materials, and supplies, except for Government Furnished Property.

• Contractor must use biobased products to the extent reasonably available, meeting performance standards and pricing.

• Contractor must submit a list of biobased products with their proposal and a complete list within 30 days of award.

• Contractor personnel must abide by all security regulations and wear identification.

• Restrictions include no smoking, gambling, or use/possession of alcohol/narcotics on premises.

• Contractor employees must not disturb papers, use government phones/equipment, or bring unauthorized individuals/pets.

• Keys and key cards provided by the government must be logged, secured, and returned.

• Monday-Friday (Conference and Admin Offices): Empty trash, vacuum carpets, clean/disinfect restrooms and fixtures, clean breakroom/kitchen areas, replenish supplies, clean windows/mirrors, clean outside ashtrays.

• Semi-Annual (April & August): Clean refrigerators, wash interior windows/sills, carpet cleaning, floor strip and wax.

• Monthly (Dorm Buildings 941 & 942 - Daily when occupied): Similar tasks to Monday-Friday, plus sweeping/mopping linoleum and cleaning liquid soap dispensers.

• Commercial Carpet Cleaning and Floor Strip/Wax: Twice annually, with 21 days' notice.

• Short-Notice Janitorial Services: May be required with 5 days' notice for seasonal workload surges.
