• Descriptions: Includes Catholic Priest, Catholic Religious Education (RE) Director, and Catholic Music Director/Musician.
• Period of Performance (PoP): Pricing is structured across a base period (Oct 2027 - Sep 2028) and four option periods (Oct 2028 - Sep 2032).
• PWS Section Reference: Each CLIN references a specific section of the PWS (e.g., C.2.2, 3.5, 3.7).
• Type: All CLINs are listed as Firm-Fixed-Price (FFP).
• Quantity & Unit: Pricing is based on a quantity of 12 months per CLIN per period.
• Unit Price & Extended Amount: Fields are provided for bidders to enter their unit prices and calculate extended amounts. All pre-filled values are 0.0.

Bidders must use this template to submit their pricing proposal. It outlines the specific services, contract periods, and pricing structure required. The template requires bidders to fill in unit prices and extended amounts for each CLIN across the base and option periods, which will be a critical component of their proposal submission.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Catholic religious support services for the 22d Air Refueling Wing Chapel at McConnell AFB, Kansas, ensuring Airmen and their families have opportunities for the free exercise of religion.

• Provide a Catholic Priest, a Catholic Music Director/Musician, and a Catholic Religious Education (RE) Director.

• Support the mission of the Chaplain Corps through advising leadership, providing spiritual care, and facilitating religious rites, practices, and education.

• Services include administrative support, religious services, pastoral care, religious education, and music direction for masses and special services.

• Maintain confidentiality of privileged communication and adhere to ethical and moral character standards.

• Maintain at least a 75% satisfaction rating for quality and comprehensive Catholic Religious Program.

• 95% of scheduled classes, events, and services conducted on time, fully staffed, and with appropriate curriculum.

• 95% of financial requests, reports, and calendar submissions are accurate and submitted by deadlines.

• 100% of sacramental records maintained and reported without critical errors.

• 95% of all music services supported with high-quality music in line with Catholic liturgical documents.

• Base Year: 1 October 2027 – 30 September 2028, with four option years extending through 30 September 2032.

• Primary Place of Performance: 22 ARW Chapel, McConnell AFB, KS.

• Hours of Work: Average of 20 hours per week, including weekend masses, religious education, sacraments, counseling, and office hours.

• Contractor personnel must comply with all security requirements for access to Air Force Installations, including identity proofing and vetting.

• Employees must be U.S. citizens or possess proper credentials to work in the U.S. (E-Verify is mandatory).

• Contractor shall provide all personnel, equipment, and services not specified as Government-furnished.

• Contractor personnel shall wear contractor-issued badges and identify their status.

• Adherence to Antiterrorism Awareness training and local security procedures is required.

• Background checks are required for all employees.

• Contractor must maintain professional relationships and coordinate with the Contracting Officer Representative (COR).
