Eligibility / Set-Aside

Contractors located outside Japan who do not unambiguously demonstrate compliance with DFARS 252.225-7042 will not be eligible. Award is based on the Simplified Acquisition Threshold (SAT). Firms without an active MSRA/ABR are ineligible unless there is adequate time for the Navy to assess and execute their application. Evaluation

Award will be made to the responsive offeror whose total offer is most advantageous, primarily considering price (Lowest total price). Technical acceptability is not an evaluation factor for eligible MSRA/ABR holders. Offerors must quote on all items to be eligible for award.
