Eligibility & Evaluation

Offerors must possess an active MSRA or ABR in the Japan region, or agree to execute one before award. Contractors located outside Japan who do not unambiguously demonstrate compliance with DFARS 252.225-7042 will not be eligible.
  • Evaluation: Award will be based on the lowest total price. Technical acceptability is not an evaluation factor as offerors must be pre-qualified MSRA/ABR holders. Offerors must quote on all items to be eligible for award.

Additional Notes

Firms without an MSRA/ABR may be ineligible if there is insufficient time for the Navy to assess and execute their application. Non-MSRA/ABR holders can request an application package from flcy_msra_abr_group@us.navy.mil. Payment will be processed through Wide Area WorkFlow (WAWF).
