Subject: Cancellation of Solicitation #M6785424R7603 for Post Deployment System Support (PDSS) for Program Manager (PM) Logistics Integrated Information Solutions – Marine Corps (LI2S-MC)
This notice serves to inform all interested parties that Solicitation #M6785424R7603 for PDSS for PM LI2S-MC, is hereby cancelled.
This decision is based in large part on the discovery of a latent ambiguity in the solicitation's requirements. The ambiguity was found in a portion of the solicitation that was unclear and could be, and in fact was, reasonably interpreted differently by offerors, resulting in the Government evaluating solutions that did not adequately address the Government’s actual need. The decision is also based on changes in several Government requirements that have occurred since the release of the solicitation. Lastly, the decision is rooted in the Government’s desire to further enhance competition by ensuring it has taken all reasonable steps to provide potential offerors with available historical information regarding the Government’s need for support so as to level the playing field for offerors. To ensure the solicitation accurately states the Government’s requirements, allows a clear and unambiguous understanding of the Government’s requirements, while promoting a fair and competitive procurement process, it is necessary to revise and re-issue the solicitation.
We anticipate that a revised solicitation will be issued within the next 120 days. Please monitor SAM.gov for the updated solicitation.

However, please note that this cancellation does not create any obligation on the part of PM LI2S-MC to reimburse offerors for proposal preparation costs or any other expenses incurred in connection with the cancelled solicitation.
