Statement of Work (SOW) / Performance Work Statement (PWS)

To provide maintenance and startup services for three York Paraflow chillers at the Metropolitan Detention Center in Brooklyn, NY.

• Provide all necessary equipment, labor, and materials.
• Perform maintenance on three York Paraflow Chillers (Model # YPC-FP-18S-17C-S-D).
• Specific tasks include:
  • Removing and reinstalling condenser and absorber heads with new gaskets.
  • Removing and reinstalling crossover pipes.
  • Mechanically brushing tubes in condenser and absorber barrels.
  • Providing and installing new flange gaskets.
  • Performing burner services on all three machines.
  • Confirming proper operations.

Work to be completed no later than April 24, 2026.

• Water

• Restroom access

• Minimal electricity (120V) for small hand power tools and battery chargers.

• Provide all other equipment, supplies, and materials.

• Ensure the work area is cleaned daily and all trash is removed.

• Submit security clearance paperwork at least 7 working days prior to work start.

• Repair or replace any Government property damaged by contractor employees.

• Provide and wear required Personal Protective Equipment (PPE).

• Store ladders securely.

• Ensure extension cords are in good condition and secured.

• Work Hours: 6:30 PM – 4:00 AM, Monday - Friday. Alternate hours require written request 5 working days in advance.

• Storage: Materials and equipment to be stored in a gang box at the work location.

• Security Clearance: Contractor must provide necessary documents for all personnel. The BOP will not disclose reasons for clearance denial.

• Attire: Jeans are permitted; shorts, green, or khaki clothing are not allowed. Clothing must be proper and suitable.

• Smoking: Strictly enforced according to federal policy (outdoor designated areas only).

• Security clearance paperwork/documentation (minimum 7 working days prior to start of work).

• Any deviations from the SOW require a Change Order Request authorized by the Contracting Officer.
