This document provides answers to vendor questions regarding the fuel tank replacement opportunity.

• Existing Fuel: Approximately 500 gallons of fuel will be in the existing tank and will be transferred to the new tank by staff. Disposal is not required.
• Tank Type: A steel double-walled Aboveground Storage Tank (AST) is acceptable; a Convault tank is not required due to existing bollards.
• Vent Line: A 1" vent line from the day tank inside the building needs to connect to the new AST primary vent riser.
• Delivery Timeline: The government acknowledges potential lead times for new tanks (3-4 months after design approval) and is open to discussing timeline adjustments or temporary solutions if the 2/27/26 completion date is impacted. The plant cannot be without backup power for extended periods.
• UL 2085 Rating: The need for a UL 2085 (Fireguard) rating is uncertain for fuel oil and will be referred to Liz Dawson.
• Project Completion: The Hatchery prefers tank replacement after June 15th to allow time for troubleshooting if commercial power is lost.
• Leak Detection: No specific brand is required. The system must be passive, as there is no power to the existing tank. Monitoring the interstitial space has been used previously.
• Plumbing: The goal is to reuse existing plumbing where possible, but some replacement may be necessary.
• Installation Pad: The new tank will be installed on the existing pad.

These clarifications may affect vendor understanding of technical requirements, material specifications, and project timelines. Bidders should consider these details when preparing their proposals.

Amendment / Modification

This amendment (0003) to solicitation 140FC22600001 modifies the original solicitation by providing answers to vendor questions and updating key dates.

• Site Visit Date: Changed to Wednesday, January 14th at 10:00 am EST.
• Questions Due Date: Extended to January 15th at 12:00 pm EST.
• Quotes Due Date: Extended to Tuesday, January 20th at 12:00 pm EST.

Proposal deadlines have been extended. Bidders must acknowledge receipt of this amendment.

• The amendment includes the removal and disposal of an existing 2,000-gallon diesel fuel storage tank and the installation of a new 1,000-gallon tank.
• The new tank will be installed on an existing concrete slab outside to supply an emergency generator.
• The contract scope includes reconnecting existing supply lines and installing existing equipment.
• The magnitude of construction is estimated between $25,000 and $100,000.00.
• The site visit location is One Hatchery Way, Ellsworth, ME 04605.

Amendment / Modification

This amendment modifies the solicitation with the following updates:

• The site visit date has been rescheduled to Wednesday, January 14th at 10:00 am EST due to inclement weather.

• Questions are now due by January 15th at 12:00 pm EST.

• Quotes are now due on Tuesday, January 20th at 12:00 pm EST.

• The dates for the site visit, question submission, and quote submission have been changed.

• Proposal deadlines have been extended as noted above. All other terms and conditions of the original solicitation remain the same.

Amendment / Modification

• Submission Deadline: The due date for all submissions has been extended to January 13, 2026, at 12:00 PM EST.

Statement of Work (SOW) / Performance Work Statement (PWS)

To remove and dispose of an existing 2,000-gallon above ground diesel fuel storage tank and replace it with a new 1,000-gallon above ground diesel fuel storage tank at the U.S. Fish & Wildlife Service, Green Lake National Fish Hatchery.

• Supply all labor, equipment, materials, and supplies.

• Remove and dispose of the existing 2,000-gallon fuel tank in compliance with environmental standards and regulations.

• Disconnect and reconnect existing piping.

• Set the new 1,000-gallon fuel storage tank on the existing concrete pad.

• Fit the new tank with government-supplied equipment (e.g., pump).

• The new tank will be a 1,000-gallon above ground diesel fuel storage tank.

• The tank must meet all safety requirements for primary and secondary containment, leak monitoring, spill containment, and overfill protection.

• The work is to be completed within 30 calendar days from the Notice to Proceed.

• Location: Green Lake National Fish Hatchery, One Hatchery Way, Ellsworth, ME 04605.

• Hatchery operations will continue during the contract performance; coordination with the Hatchery P.O.C. is required.

• Project Submittals required from the Contractor include: Manufacturer's Technical Data and Specifications, Manufacturer's Installation Instructions, and Warranty information.

• Submittals are to be emailed to the Project Engineer / Contracting Officer's Representative.

• The government anticipates a firm-fixed priced award in July 2025.

This document is a General Decision Number (ME20250008) for building construction projects in Hancock County, Maine.
