Statement of Work (SOW) / Performance Work Statement (PWS)

To design and install a complete, reliable, and efficient propane-fueled heating system for a newly constructed 40'W x 60'L pre-engineered metal building (PEMB) located at the Rachel Carlson National Wildlife Refuge in Wells, ME.

• Design and install a propane-fueled heating system to ensure consistent, safe, and efficient indoor heating, accommodating high air-exchange areas due to large garage doors.

• System requirements include:

  • Forced air propane heaters or infrared tube heaters.
  • Exterior propane tank(s) with regulators.
  • Proper flue gas exhaust and fresh air intake.
  • Programmable thermostat for zone control.
  • Ducted or louvered openings for combustion air.
  • Freeze protection for water-carrying equipment.

• Perform heat load calculations, determine heater sizing and quantity, and develop layouts for heaters, ductwork, gas piping, and venting.

• Coordinate with a licensed propane supplier for external storage tank installation (government will supply concrete pad if needed) and underground gas line installation.

• Ensure compliance with NFPA 58, Maine Fuel Board codes, manufacturer's instructions, federal, state, and local regulations, and local coastal building codes.

• Start up, commission, and test all heating equipment, propane operation, combustion air, and exhaust systems.

• Train owner/operator on system operation and maintenance.

• The project shall be completed and commissioned no later than 45 calendar days from the Notice to Proceed.
