Submission Requirements

- Cage Code and Unique Entity Identifier (UEID) for SAM verification.
- Capabilities Statement detailing primary business practice (manufacturer or supplier/distributor).
- DD Form 2345 (current, approved copy) if dealing with export-controlled drawings. Vendors can be issued a BPA without it but may not receive drawings.
Evaluation & Award
Responsibility determinations will be conducted per FAR Part 9.104. The Non-manufacturer rule (FAR Part 19.505(c)) applies, requiring non-manufacturers to have fewer than 500 employees. Individual requirements (calls/orders) under the BPA will be competed among BPA holders via the Lakehurst BPA Tool. Awards for individual calls will be made to the lowest-priced, technically acceptable offeror, requiring an exact part number match and confirmation of authorized distributorship. BPAs may be cancelled for inactivity or poor performance.
