Submissions are electronic.
- Evaluation Factors: Technical Capability of Product, Price, and Past Performance. Technical and Past Performance, combined, are of greater importance than Price.
- Payment: Commissaries will place orders directly with the contractor using their Government Purchase Card (GPC).
