A 10% variation in quantity is allowed per FAR 52.211-16. Orders over $15,000 will be placed on SF-1449, while orders under $15,000 will use a government purchase card.
Set-Aside & Eligibility
This opportunity is designated as a Total Small Business Set-Aside (FAR 19.5). All potential bidders must be registered on SAM.gov and complete the annual Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Failure to complete these registrations may result in elimination from consideration.
Submission & Evaluation
Offers must be received by March 13, 2026, at 3:00 PM Central Standard Time. The only method of submission is via email to pmcknight@bop.gov. Questions regarding the solicitation should be submitted in writing to jmferguson@bop.gov. Evaluation factors are past performance and price, with past performance rated higher than price. The award will be made to the responsible bidder whose offer conforms to the solicitation and is most advantageous to the Government. Quoted prices should not exceed two decimal points.
Delivery & Performance
Goods are to be delivered between April 1st and April 15th, 2026, Monday through Friday, from 7:30 a.m. to 1:00 p.m., excluding Federal Holidays. Undelivered items are subject to cancellation. Bidders proposing alternate packaging or specifications must clearly mark these differences.
