Purpose

This Request for Information (RFI) is a market research tool to determine potential businesses with the technical capability and qualifications for mechanical fabrication. It is not a Request for Proposal (RFP) or Request for Quotes (RFQ). The results will inform the acquisition strategy and potential future solicitation.

Scope of Work

The primary effort involves build-to-print, firm fixed price (FFP) hardware fabrication and certification. Services include Computer Numerical Control (CNC), CAD/CAM, welding, brazing, milling, machining, shearing, shaping, rolling, bending, cutting, drilling, boring, tapping, threading, EDM, grinding, honing, polishing, plating, anodizing, coating, painting, assembly, non-destructive testing (NDT), additive manufacturing, and waterjet services. The contractor will fabricate, produce, assemble, test, package, and deliver hardware in accordance with Government-provided drawings. Metals anticipated include mild steel, stainless steel, aluminum, High Yield Steel (HYS), High-Strength Low-Alloy (HSLA), super alloy, Titanium, Inconel, and Monel (K-500). This work supports Electronic Warfare, Imaging, Communications, and Special Projects for the Undersea Warfare Electromagnetic Systems Department (Code 34) and Undersea Weapons and Defensive Systems Department (Code 85). All work shall be performed at the contractor's site.

Submission & Evaluation

Interested businesses must submit a capabilities statement package (maximum 5 pages, single-spaced, 12-point font) demonstrating manufacturing ability. The package should include: RFI Title; Corporate Description (Company name, address, NAICS code 332710 status, ownership type, CAGE Code, DUNS Number, two points of contact); Facilities (Listing of company facilities, ownership, description of equipment, controlled storage); and Cybersecurity Maturity Model Certification (CMMC) Level (Current CMMC Level, UID for systems processing CUI/FCI, plans for CMMC upgrade/certification). Late responses will not be considered, and no extensions will be granted. The government will determine the final acquisition strategy (e.g., Unrestricted, Small Business) based on RFI responses.

Special Requirements

The contractor must adhere to numerous applicable documents, including ASME, ISO/IEC, MIL-STD, and T9074 standards for engineering drawing practices, testing, quality management, military packaging, welding, brazing, fabrication, and technical data packages. Deliverables include build-to-print hardware, a Certificate of Compliance (COC), and a Quality Assurance Test Report. The contractor must manage Government Furnished Property (GFP) and submit an inventory report. Security requirements include adherence to 32 CFR Part 117 (NISPOM), handling of Controlled Unclassified Information (CUI), and implementation of an Operations Security (OPSEC) program. The contractor is responsible for any costs incurred by the Government due to Electronic Spillage (ES).
