Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional services support for the prosecution of repair and major construction task orders within the U.S. Army MEDCOM environment.

• Provide assistance for MEDCOM G9/HFPA Support Services in San Antonio, TX.

• Services to be conducted from September 20, 2026, through September 19, 2027 (Base Period), with an option for an additional year.

• Contractor performance will be monitored by the Contracting Officer's Representative (COR).

• Deficiencies will be addressed immediately.

• Service Summary (SS) and performance thresholds are critical to mission success.

• Base Period: September 20, 2026 – September 19, 2027

• Option Period 1: September 20, 2027 – September 19, 2028

• Place of Performance: San Antonio, TX office.

• Contractor employees must not perform inherently governmental functions.

• Travel costs are limited to $12,000.00 per year and must be firm fixed price.

• Requires three (3) Full Time Equivalents (FTEs).

• Resumes for all requirements must be submitted and approved by HNC COR/KO prior to on-boarding.

• Contractor must comply with various security requirements, including Common Access Card (CAC) issuance, background checks, and training (AT Level I, OPSEC, Cyber Awareness).

• Adherence to Section 508 of the Rehabilitation Act for accessibility.

• Data and materials produced are Government-owned.

• Service Contract Reporting is required via SAM.gov.

• Contractor must submit a Quality Control Plan (QCP) within 10 business days of award.

• Personnel must be current U.S. citizens.

• Non-Disclosure Agreements (NDAs) are required for employees.

• A task closeout plan is required.

• Specific training requirements include DoD Cyber Awareness, Anti-Terrorism Level 1, and others as applicable.

• Safety requirements must comply with OSHA and EM 385-1-1.

• Invoicing via Form ENG93, submitted monthly with a Progress Report.

• Pricing for each Task on separate Contract Line Numbers (CLINs).

Request for Information (RFI)

This RFI is issued by the Department of the Army, U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville, for market research purposes. The goal is to identify 8(a) Alaskan Native Corporations (ANC), Indian tribes, or Native Hawaiian Organizations with the technical capabilities and expertise to provide service support assistance for the Health Facilities Planning Agency (HFPA). This support is needed for life-cycle project oversight in all phases of Facility Life Cycle Management (FLCM), including planning, design, construction, initial outfitting, transition, acceptance, closeout, and sustainment. The contract aims to provide efficient and effective contractor support to the Medical Command (MEDCOM) for medical facility requirements to optimize, operate, and maintain facilities.

• Description of capabilities, experience, and expertise in facility management and HFPA Project Support, specifically in:

  • Programming, planning, operational, and project development support with Project Support Services (PSS).
  • Life-cycle project oversight in design, construction, initial outfitting, transition, and sustainment of medical facility requirements with PSS.
  • Tracking critical information, organizing materials, briefings, facilitating workflow, leading meetings, and advising DHA FE leadership on CONUS/OCONUS sites with PSS.

• Description of capabilities and expertise with similar contracts, including scope, contract type, and whether the vendor was a sole source or part of a larger vehicle (e.g., SATOC, MATOC).

• No proposals are being requested or accepted at this time.

• No contract shall be awarded at this time.

• No reimbursement will be made for any costs associated with providing information.

• Responses will be treated as information only and will not be used as a proposal.
