Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing comprehensive medical, dental, and counseling services to Midshipmen at the United States Merchant Marine Academy (USMMA).

• Provision of on-site professional healthcare support services, including medical, dental, behavioral, and emergency medical services, along with administrative support staff.

• Supply of all necessary medical/dental diagnostic equipment, lab services, and recurring supplies.

• Services include sick call, routine sea duty physicals, commissioning, and licensing physical examinations.

• Provision of 24/7 mental health resources via telephone and telehealth.

• Offsite medical/health services for specialized care beyond the scope of on-site capabilities.

• Specific services include pharmacy, on-site diagnostic lab services, and examinations for sea duty, USCG licensing, and commissioning.

• Contractor must maintain continuous cognizance of the impact of services on the USMMA and Government reputation.

• Professional interaction, compassion, and empathy are required.

• Adherence to USMMA core values (Respect, Honor, Service).

• Quality Assurance Surveillance Plan (QASP) will be used for monitoring and evaluation, focusing on performance levels.

• Performance ratings include Exceptional, Very Good, Satisfactory, Marginal, and Unsatisfactory.

• Surveillance methods include User/Customer Feedback, Random Inspection, Unscheduled Inspection, Periodic Inspection, and Direct Observation.

• Specific performance standards and acceptable quality levels are detailed for various tasks and deliverables.

• Place of Performance: U.S. Merchant Marine Academy, Department of Health Services, Patten Hall, Kings Point, NY 11024.

• Period of Performance: Base period (2026-2027) plus four (4) one-year option periods (2027-2031).

• Contractor must provide qualified personnel, including physicians, physician assistants, registered nurses, dental assistants, dental hygienists, clinical psychologists, mental health counselors, registered dietitians, and administrative staff.

• All personnel must meet specific licensing, certification, and experience requirements, including NY State licensing.

• Contractor must maintain medical liability insurance.

• Adherence to safety requirements, including disposal of hazardous waste and chemicals.

• Compliance with HIPAA and FERPA regulations for patient information.

• Contractor must manage organizational conflicts of interest (OCI).

• Reporting requirements include monthly reports on services provided, costs, and patient data.

• Contractor is responsible for providing necessary equipment, supplies, and maintaining facilities.

• Specific requirements for weekend and holiday services, irregular operations, and interference with normal functions are outlined.
