Quick Summary
The Centers for Medicare & Medicaid Services (CMS) is conducting a Request for Information (RFI) for the future recompete of the Medicare Current Beneficiary Survey (MCBS) requirement. This RFI seeks industry input on solutions and services to operate, modernize, and optimize CMS’s hybrid cloud hosting environment, supporting emerging technologies and federal cloud strategies. Responses are due April 1, 2026.
Purpose & Background
This RFI is for market research purposes to gather knowledge and information for project planning and to explore alternative solutions and industry standards for the administration and operation of the MCBS. The MCBS is a continuous, multi-purpose longitudinal survey collecting data directly from Medicare beneficiaries, crucial for policy development and program evaluation. CMS is expanding its hybrid cloud portfolio with planned FedRAMP High environments in Google Cloud Platform (GCP) and Microsoft Azure by Spring/Summer 2026, and elevating commercial AWS environments to ATO High, transitioning away from AWS GovCloud and Azure Government where appropriate.
Key Areas for Industry Input
CMS is seeking input on:
- Survey Applications: Recommendations for industry-preferred applications compatible with the CMS cloud.
- Business Operations: Best practices for case management tools (BI, workflow) to support MCBS.
- Data Capture: Best practices for capturing data from EOBs, receipts, and patient portals.
- Rapid Data Collection: Experience in quickly developing, testing, and refining survey questions.
- Sample Design Transition: Recommendations for managing the transition to a new sample design in 2026.
- Metadata Management: Best practices for developing, maintaining, and sharing metadata in a CMS Cloud environment.
- Contracting Mechanism: Recommendations on using a Statement of Work (SOW) or Statement of Objectives (SOO) with a Performance Work Statement (PWS).
- Artificial Intelligence (AI): Best practices for responsible AI use in survey research and data operations.
- Cloud Migration: Best practices for tracking progress and mitigating slippage during MCBS system migration to CMS Cloud.
- Process Efficiencies: Expected innovative efficiencies from leveraging cloud-native tools.
