This solicitation is for an Indefinite Delivery / Indefinite Quantity (IDIQ) contract for the U.S. Customs and Border Protection (CBP) Non-Intrusive Inspection (NII) Medium Energy Mobile System (MEMS). The contract will be awarded as a Firm Fixed Price (FFP) IDIQ.

• The primary deliverable is the Medium Energy Mobile System.

• The proposed system price must include a minimum warranty of five (5) years.

• Other direct costs include Training Development, Operator Training, Shipping (OCONUS), Weatherproofing, Cold Weather Package, and On-Demand Services (TBD).

• The system must comply with operational environment requirements, X-ray system capabilities, and adhere to ASTM F792-08 standards for imaging and material discrimination.

• Proposed systems must include safety features, radiation safety compliance, emergency stop systems, and environmental resilience measures (e.g., weatherproofing, corrosion resistance).

• The system must meet environmental resilience requirements, including temperature range (-30°C to 50°C threshold, -40°C to 60°C objective), high humidity (98%), wind resistance (up to 40 mph), and operation in rain, sleet, snow, and blowing sand.

• Compliance with image display, real-time imaging (≤3-second delay), image quality (aspect ratio, noise-free), and material discrimination (low-Z, medium-Z, high-Z materials) is required.

• The system must be operable with a specified number of operators (mobile mode: 3 operators; stationary mode: 2 operators) and automation features to reduce operator workload.

• Adherence to DHS and CBP IT security policies, encryption standards, and cybersecurity requirements is mandatory.

• Contract Type: Indefinite Delivery / Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) Delivery Orders.

• Ordering Period: 60 months (5 years) from the date of award.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for procuring Large Scale (LS) Non-Intrusive Inspection (NII) Medium Energy Mobile (MEM) systems for U.S. Customs and Border Protection (CBP). The primary goal is to enhance CBP's capability to perform effective and efficient nonintrusive inspections of conveyances, including cargo, privately owned vehicles, buses, and sea containers, to detect contraband and weapons of mass destruction/effect.

• Procurement of approximately 100 MEM Systems over a five-year ordering period.

• Systems will be deployed at various CBP Ports of Entry (POEs) and Border Patrol checkpoints.

• Requirements include fabrication, integration, testing, delivery, training, logistics, and on-demand support.

• Key functionalities include real-time imaging, license plate and container number recognition (OCR), conveyance surveillance, and safety/security monitoring.

• Systems must operate in various environmental conditions and include independent power sources.

• Detailed performance requirements cover operational environment, power, number of operators, image display, scan area, image quality, and shipment identifiers.

• Reliability: Mean Time Between Failure (MTBF) of at least 1000 hours or 8000 scans; operating life of at least 10 years.

• Throughput: At least 20 conveyances per hour.

• Deployment Locations: Various CBP POEs (land border crossings, seaports, airports) within the United States and other designated CBP locations.

• Power: Independent power source/generator required, capable of 24-hour operation. Utility power operation also specified.

This document is a Past Performance Questionnaire designed to evaluate an offeror's past performance on projects similar in scope, size, and complexity to the requirements of the Medium Energy Mobile Systems Contract. The information gathered will be used to assess the offeror's ability to successfully perform the contract requirements. Responses will be kept confidential and used solely for evaluation purposes.

• Section 2: Project Description: Requires a description of the project's scope, size, and complexity, and the offeror's role and responsibilities.

Bidders will need to provide this questionnaire to their past performance references. The references will complete it to document the bidder's performance on previous projects. This information will be crucial for the government's evaluation of the bidder's ability to meet the requirements of the Medium Energy Mobile Systems Contract.
