To award multiple Blanket Purchase Agreements (BPAs) for comprehensive tailwheel flight training services, enabling advanced proficiency in tailwheel aircraft for designated aircrew personnel.
Provide ground and flight instruction for tailwheel aircraft operation.
Culminate in a logbook endorsement or demonstrated proficiency.
Includes providing certified flight instructors, airworthy tailwheel aircraft (2500-4000lb max gross weight, spring-steel strut main landing gear), training materials, and facilities.
Ground Instruction: Minimum of 5 hours covering aerodynamics, advanced ground handling, takeoff/landing techniques, go-around procedures, and aircraft systems specific to tailwheel aircraft.
Flight Instruction: Minimum of 15 hours covering pre-flight, engine start, taxiing, normal/crosswind takeoffs and landings, soft/short/off-field operations, go-arounds, surface assessment, rudder coordination, and emergency procedures.
Aircraft Requirements: Must be FAA certified, maintained per FAA regulations, inspected, and insured for flight training.
Instructor Qualifications: Minimum 1,000 hours tailwheel time and 500 hours dual instruction in tailwheel aircraft; 500 hours turbine tailwheel aircraft preferred.
BPA period: Date of award through December 31, 2028.
Place of Performance: Within a 500-mile radius of Will Rogers Air National Guard Base, Oklahoma City, OK.
Deliverables: Training Completion Certificate for each student.
Record Keeping: Maintain accurate training records for each student, available upon request.
Pricing: Prices must be as low or lower than charged to most favored customers; changes require 30 days notice and Contracting Officer approval.
Purchase Limitation: Individual calls cannot exceed the simplified acquisition threshold (FAR 13.303-5(b)).
Evaluations: Based on training program syllabus, ability to support 2 students concurrently, year-round availability, provision of syllabus and materials, post-completion performance write-ups, prior SOF training experience, and instructor qualifications.
Vendor Registration: Active SAM.gov registration is required for award and maintenance.
OPSEC: Vendors must protect member information and not publicly share it.
