Scope of Work
The primary objective is to deliver comprehensive tailwheel flight training, including both ground and flight instruction, to OKANG aircrew. Key requirements include:
- Instruction: Minimum 5 hours of ground instruction and 15 hours of flight instruction per student.
- Aircraft: Airworthy tailwheel aircraft (e.g., C-180, C-185) with a max gross weight of 2500-4000lb and spring-steel strut main landing gear, compliant with FAA regulations.
- Instructors: Appropriately certificated flight instructors with a minimum of 500 hours of dual instruction given in tailwheel aircraft (turbine tailwheel experience preferred).
- Capacity: Ability to concurrently support a minimum of 2 students, with a capacity for 4 students per month and 40 students per year.
- Training Environment: Must include unpaved runways and off-airport landing versatility across diverse terrain.
- Location: Training services must originate and conclude within the Continental United States (CONUS).

Evaluation

Submission Requirements

- Offerors must be actively registered in the System for Award Management (SAM.gov) and submit a completed copy of the Offeror Representations and Certifications – Commercial Items. Lack of SAM registration will result in disqualification.
- Invoices must be submitted through Wide Area Workflow (WAWF).
