This solicitation is for "Medium Tailwheel Training" as described in the Performance Work Statement. This agreement can be utilized by members located at Will Rogers Air National Guard Base.

• Specialized training for Medium Tailwheel aircraft.

• Training must meet FAA regulatory standards and all commercially acceptable terms.

• Product Service Code: U099.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: April 1, 2026, to December 31, 2028.

• Offer Due Date: March 25, 2026, at 10:00 AM.

• Evaluation Factors: Technical acceptability (acceptable or unacceptable based on PWS), Past Performance, and Price. Technical and Past Performance are of equal importance.

• This acquisition is set aside for Small Business.

• The solicitation includes numerous FAR and DFARS clauses incorporated by reference and in full text, covering various aspects such as contract terms, payment procedures (WAWF), representations and certifications, and prohibitions on certain telecommunications equipment.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive tailwheel flight training services to the Oklahoma Air National Guard (OKANG) for designated aircrew personnel, enabling them to safely and proficiently operate tailwheel-configured aircraft and obtain a FAA Tailwheel Endorsement.

• Provide ground and flight instruction for tailwheel aircraft operations.

• Instruction must cover essential tailwheel concepts, techniques, operational procedures, and safety.

• Deliver a minimum of 5 hours of ground instruction and 15 hours of flight instruction per student.

• Provide appropriately certificated flight instructors and airworthy tailwheel aircraft compliant with FAA regulations.

• Offer training materials and facilities.

• Minimum student capacity: 2 students simultaneously, 4 students per month, 40 students per year.

• Aircraft must have a max gross weight of 2500-4000lb with spring-steel strut main landing gear (e.g., C-180, C-185).

• Aircraft must be certified under 14 CFR 23 Airworthiness Standards and maintained per FAA regulations (FAR 43 and 91).

• Instructors must have a minimum of 500 hours of dual instruction given in tailwheel aircraft; turbine tailwheel aircraft experience is preferred.

• Training syllabus must be written, procedural, and complete.

• Provider must be able to concurrently support a minimum of 2 students in all phases of training.

• Training must be available year-round.

• Provider must have prior experience training Special Operations Forces (SOF) personnel in tailwheel aircraft (preferred).

• Provider and training location must be within the CONUS.

• Blanket Purchase Agreement (BPA) period: Date of award until December 31, 2028.

• Place of Performance: All tailwheel training services provided under this BPA shall originate and conclude within the United States.

• Students will receive a logbook endorsement or demonstrated proficiency.

• Contractor is responsible for all fuel, oil, and routine maintenance of training aircraft.

• Training program must include unpaved runways and off-airport landing versatility, encompassing diverse terrain types, airfield lengths, and environments.

• Provider must send a performance writeup for each student after program completion.

• Any student trending towards program failure must be identified to 17SOS/DOT for remedial training coordination.

• Vendors must have an active registration in SAM.gov.

• Invoices must be submitted through WAWF.

• Vendors must ensure proper protection of member's personal information (OPSEC).
