Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Navy (NAVSEA HQ) is seeking proposals for the Medium Unmanned Surface Vessel (MUSV) Family of Systems (FoS) program. This Request for Prototype Proposal, issued under Other Transaction Authority (OTA) (10 U.S.C. § 4022), aims to accelerate the design, development, and demonstration of MUSV capabilities, focusing on an autonomy and vessel performance test. Proposals are due April 17, 2026.
Scope of Work
Offerors are to provide technically mature solutions for MUSVs capable of autonomous operation and carrying containerized payloads. The initial effort requires completing an MUSV autonomy and vessel performance test by September 30, 2026. Key requirements include:
- Vessel Performance: 2500 nm range at 25 knots with a 25 MT payload in Sea State 4; payload capacity for two Forty-foot Equivalent Units (FEU).
- Autonomy: Day/night operations in varying weather, COLREGs compliant, with pre-defined behaviors and RF emissions control.
- Survivability: Seakeeping in Sea State 5, survivable in Sea State 7.
- Refueling: 2,000 gallons/minute via deck connections (clarified in Q&A).
- Standards: Compliance with ABS standards and NIST SP 800-171 Rev. 3 for cybersecurity.
- Test Event: Must begin and end in a port within the Continental United States.
Contract & Timeline
- Type: Prototype Other Transaction (OT) Agreement.
- Estimated Value: Approximately $15,010,000 for the prototype work ($10,000 for Post-Award Conference, $15,000,000 for Test Event).
- Period of Performance: Test Event completion and report submission by September 30, 2026.
- Follow-on: Successful prototypes may lead to a follow-on production contract.
- Proposal Due: April 17, 2026, 12:00 p.m. Local Time (Washington, D.C.).
- Questions Due: April 4, 2026, 5:00 p.m. Local Time (Washington, D.C.).
Eligibility & Submission
Eligibility for this Other Transaction Authority (OTA) opportunity requires meeting at least one of the following conditions:
- Significant participation by a nontraditional defense contractor or nonprofit research institution.
- All significant participants are small businesses or nontraditional defense contractors.
- At least one-third of the total project cost is paid by non-Federal Government sources.
Proposals must be submitted electronically via email to Cassandra Brese (cassandra.j.brese.civ@us.navy.mil) and Kevin Hubbard (kevin.a.hubbard.civ@us.navy.mil). Email size is limited to 10MB. Companies must have a CAGE code and be registered in SAM.gov.
Evaluation
Proposals will be evaluated based on four criteria: Proposed Business Model, Vessel Solution Design, Manufacturing Readiness, and Plan for Test Execution. The government reserves the right to award to any, all, or none of the selected proposals.
