This market research aims to determine the appropriate level of competition and potential small business subcontracting goals. NASA is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses.
Purpose & Scope
This Sources Sought is for the procurement, design, construction, equipment delivery, performance, testing, and documentation of a transportable steel MV Powerhouse. The powerhouse will provide electrical distribution, control, HVAC, grounding, and lighting systems, designed to house MV and LV electrical distribution equipment. It must be a factory-built, single-piece, NEMA 3R rated unit, capable of transport with all internal equipment installed.
Key Requirements
- Physical & Structural: NEMA 3R rated, interlocking pre-galvanized steel panels, approx. 38 ft (L) x 15 ft (W) x 10 ft 6 in (Ceiling Height). Designed for 130 mph wind load (Exposure C) and Seismic Category C. Insulation values: Walls (R-13), Roof (R-19), Floor (R-12). Must have a 10-year design life.
- Electrical & HVAC: Two (2) 4-ton, 480V, 3-phase HVAC units. All electrical equipment must be UL listed, including a 45 kVA transformer, 480/277V panelboard, and DC PowerCab system. MV cable systems use 5 kV EPR/PVC shielded cables. Communication via Modbus TCP/IP.
- Compliance: Adherence to NEC (NFPA 70), UL 508A, UL 1598, and International Building Code criteria. Structural materials must comply with Buy America, BABA, BAA, or TAA requirements.
- Customer-Supplied Equipment: Contractor will install customer-supplied 5 kV switchgear, 5 kV MCCs, and perform related mechanical and control wiring tasks.
- Deliverables: PE-sealed structural/HVAC calculations, electrical drawings, Bill of Materials (BOM), manufacturer data sheets, UL compliance certification, and project management services.
