This document is a sole source justification for a firm-fixed-price order for Meltwater media intelligence services. The requiring activity is the U.S. Navy Bureau of Medicine and Surgery (BUMED) N00Z1 Public Affairs and Outreach (PAO). The contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk.

• The contract will be awarded to The Winvale Group, an authorized reseller of Meltwater News US, Inc.

• The estimated period of performance is a 12-month base period with three (3) 12-month option periods.

• The base period is anticipated to begin 15 May 2026.

• This is a sole source justification, limiting competition.

• The Winvale Group is the only authorized vendor on GSA to offer Meltwater subscriptions under their schedule contract GS-35F-0074S.

• Market research confirmed that Meltwater's platforms are unique and only available through authorized resellers like The Winvale Group.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the U.S. Navy Bureau of Medicine and Surgery (BUMED) N00Z1 Public Affairs and Outreach (PAO) with a subscription to a media monitoring and analytics service to measure the effectiveness of communication strategies and initiatives.

• Provide access to the Meltwater Comprehensive Media Intelligence Suite for 5 users.

• Offer access to global news (print and broadcast) and social media content.

• Include unlimited searches and results.

• Provide Mira AI Capabilities.

• Include a Social Media Engagement Platform with connection to up to 10 owned social media accounts.

• Facilitate competitive benchmarking.

• Services will be provided online, not onsite.

• The platform must be available 24/7.

• Unlimited search criticals and keywords.

• Integrated mobile app for iOS and Android.

• Media Intelligence Dashboard features: Meltwater Explore (omnichannel listening, AI-powered research, multi-format data visualization), Global Print and Premium Content Monitoring (10,000+ sources, full-text coverage), Global Broadcast and Podcast Monitoring (210 US DMAs, worldwide markets, MP4 downloads).

• Meltwater Engage (Social Media Management) features: single inbox for inbound messages, scheduling/publishing content, metric/analysis reports, audience behavior insights, influencer identification.

• Mira AI (Artificial Intelligence Engine) features: sentiment analysis, media clustering, alerts, exportable briefings/graphics.

• Customer Support Strategy: Dedicated account manager, 24/7 product support (web/in-app), online training sessions, customized webinars, dedicated micro-site.

• Performance is measured against a Quality Assurance Surveillance Plan, with 100% review and approval by PAO/DPAO for Media Monitoring Services, Media Intelligence Dashboard, Meltwater Engage, and Explore Tool. For Customer Support Strategy, response within 24 hours or agreed upon schedule is required (>95% of the time).

• Period of Performance: 3 years (365 days each year) from contract initiation.

• Place of Performance: Online access to services; no onsite services required.

• Hours of Operation: Platforms and tools accessible 24/7. Consulting services available Monday-Friday, 8:30 a.m. - 6 p.m. EST (excluding recognized holidays). Helpdesk services available 24/7 via Online Help Desk.

• Government will provide its own equipment.

• No specific utility, facility, or general office supply requirements for the contractor.

• Physical security, computer security, travel, and personnel qualifications do not apply to contracted services.

• Data collected from searches will be owned by the Government with unlimited rights, subject to specific U.S. Code and FOIA provisions.

• Contractor shall assist with search setup, create customized reports/templates, and provide ongoing consulting and training.

This solicitation is for a sole source acquisition for Meltwater Subscription services, including access to the Meltwater News Media Intelligence Platform & Explore, Global Online Digital Media Tool, Mobile App, and 10 Fully Customizable Dashboards. The subscription provides access to global news, social media content, unlimited searches, Mira AI Capabilities, Social Media Engagement Platform, and competitive benchmarking. The goal is to enhance outreach, analyze messaging effectiveness, and monitor media coverage for the Navy Medicine Enterprise (NME).
