Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for refuse collection and disposal services at Melvern Lake, near Melvern, Kansas, for FY26.

• The Contractor shall provide all personnel, equipment, labor, supplies, and services to collect, transport, and dispose of refuse from containers located at various park and access areas managed by the U.S. Army Corps of Engineers.

• Services must comply with all Federal, State, and Local laws, ordinances, statutes, and regulations.

• The Contractor is responsible for obtaining all necessary permits and licenses.

• Contractor personnel must present a clean appearance and wear enclosed shoes while on duty.

• Employees must possess valid licenses.

• Clothing must be clean and neat, without vulgar graphics or wording.

• Contractor personnel shall be tactful, diplomatic, and courteous when interacting with the public.

• A Quality Assurance Surveillance Plan (QASP) will be used by the Government to ensure acceptable performance.

• The Contractor shall designate a quality control representative for each work crew.

• A local direct contact with name and telephone number must be provided for communication.

• Unsatisfactory performance may result in re-performance at no additional cost or withholding of payment.

• The service period is from April 1, 2026, through March 31, 2027.

• Services are to be performed between 7:00 AM and 4:00 PM.

• Renewal options are effective from April 1 through March 31 of subsequent years.

• Specific service frequencies and container types are detailed for various areas including Administration Area, Below Storage Area, Coeur d' Alene Day Use Areas, Ranger Park, Coeur d' Alene Campground, CDA Boat Ramp, Arrow Rock Campground, AR Boat Ramp, Turkey Point Campground, and Lake View Group Camp.

• Contractor shall furnish compactor-type trucks not exceeding 30,000 lbs gross weight, equipped to prevent refuse scattering and retain waste/fluids.

• Contractor shall furnish detergent, disinfectant, brushes, and power washers if needed.

• Containers must be delivered and placed within 5 days prior to service and removed within 5 days after service.

• Dumpsters must be plastic or rubber-lidded, freshly painted, and maintained in good appearance and function.

• Dumpsters must be marked with "DO NOT DISPOSE OF FISH IN DUMPSTER" signage.

• Disposal of tires found at dumpster locations is required.

• Contractor and employees must comply with installation access, security policies, and identity verification requirements (e.g., E-Verify).

• Insurance requirements are detailed, including adherence to FAR 28.307-2 Liability.
