Purpose & Scope
DCSA is responsible for security eligibility decisions for a significant portion of federal and DoD personnel. This RFI seeks to identify vendors who can efficiently and cost-effectively provide licensed mental health professionals (clinical psychologists and/or psychiatrists) to perform mental health evaluations. These evaluations are crucial for determining the reliability, stability, and trustworthiness of individuals who have reported psychological conditions or substance abuse concerns during the vetting process. The resulting IDIQ contract will support DCSA and other DoD entities.
Key Requirements
Vendors must be able to provide qualified mental health professionals to:
- Diagnose and determine subjects' mental health conditions.
- Conduct evaluations within the continental United States (CONUS) or outside (OCONUS).
- Perform comprehensive evaluations including review of records, face-to-face/telehealth clinical interviews, and mental health testing as clinically indicated.
- Create detailed written reports covering identifying information, informed consent, history, findings, diagnosis/prognosis, and conclusions.
- Participate in post-evaluation discussions or testimony with DCSA staff or the Defense Office of Hearings and Appeals (DOHA).
- Evaluations are to be performed at the vendor's or professional's business location, with telehealth permissible.

- Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) with Firm-Fixed-Price (FFP) Unit Price task orders.
