This document is a Request for Information (RFI) / Market Research notice issued by the Army Contracting Command - Detroit (ACC-DTA). Its purpose is to gather information from potential vendors regarding the manufacturing of specific spare parts for "Blue Bird" vehicles. The government is seeking to understand market capabilities and inform future acquisition strategies, and is not committed to issuing a solicitation or awarding a contract based on this RFI.

Vendors interested in manufacturing the listed spare parts are encouraged to respond with a statement of qualifications and capability. Specific information required includes:

• Firm Details: Name, address, DUNS number, CAGE Code (valid SAM registration is mandatory), and Point of Contact (name, phone, email).
• Business Size: Company's business size status (small or large), including Service-Disabled Veteran Owned status if applicable. Small business status must be verifiable in SAM.
• Commercial Availability: A summary of the item's commercial availability.
• Manufacturing Expertise: A summary of the company's expertise in manufacturing the parts.
• Delivery Capability: A summary of delivery capability and timeframe.
• Place and Period of Performance: A summary of the place of performance and required period of performance.
• NAICS Code Appropriateness: Confirmation if the NAICS Code is appropriate for the requested items.
• Relevant Contracts: A summary of past relevant contracts, including scope, quantity, contract number, and POC.

The RFI lists a comprehensive set of spare parts for "Blue Bird" vehicles, including various engine components (e.g., engine assembly, starter, alternator, clutch, fan), transmission parts, chassis components (e.g., capscrew, lockwasher, shafts, bearings), cooling system parts (e.g., radiator, hoses, cap, thermostat), electrical components (e.g., sensor, switch, fuse), brake system parts, exhaust system parts, and filters (oil, fuel, air, water separator).

This document specifies the detailed technical requirements for a cargo truck to be procured. It serves as a specification for potential bidders to understand the exact configuration and equipment needed.

• Vehicle Configuration: Mercedes Zetros Cargo Truck, 4x4 chassis, 2026 model year or later, with a two-door day cab, metric gauges, LHD steering, EURO 3 diesel engine (or equivalent), manual transmission, and locking rear axle.
• Cargo Body: Capable of at least 5 tons payload, with walls, a removable tan soft cover and support structure, rear metal steps/ladder, and at least six flush-mount tie-down rings/hooks.
• Troop Seating: Removable seats for a minimum of 20 troops with full gear, with stowage provisions and integral mounting to cargo body sides.
• Chassis Equipment: Standard manufacturer equipment, 4 tow hooks, lockable toolbox(es) identically keyed, Basic Issue Items (BII) including wheel chocks, fire extinguisher, first-aid kit, reflective triangles, grease gun, towing cable/strap, tire inflating hose, anti-sail mud flaps, master battery disconnect switch, back-up alarm, front self-recovery winch, rear pintle hitch, NATO 12-pin trailer connection, pneumatic airline connections, ABS, minimum 250-liter fuel tank.
• Wheel Assembly: Off-road rated tires, full-size spare with holder and tire-changing tools, and means to assist with spare loading/unloading.
• Auxiliary Containers: Two 5-gallon jerry cans (one "Diesel Fuel", one "Potable Water") labeled in French and English.
• Data Plate: Metal plate in French and English with detailed vehicle specifications (weight, payload, GVWR, GCWR, axle ratings, tire pressures).
• Exterior: Tan color, with optional corrosion protection for sea travel.
• Language & Manuals: All instructions, diagrams, and labels in French and English. Operator, service, and parts manuals to be provided in French and English.

This attachment provides the critical technical specifications that bidders must meet to propose a compliant cargo truck. It details the required make/model, configuration, payload capacity, specialized equipment (like troop seating and winch), safety features, and documentation requirements.
