MESG-1 (Guam) Wireless Services and Devices

Solicitation / RFP / RFQ

This solicitation is for wireless services and devices to support the Maritime Expeditionary Security Group One Detachment (MESG1) in Guam. The services are required for cellular phones and wireless access point devices.

• Cellular Phones: Minimum of 39 phones capable of secure encrypted voice/sms/mms/data transmissions with unlimited local and international data services.

• Wireless Access Points: Minimum of 8 devices with at least 30GB of local and international data capability.

• Surcharges: All 47 devices must include mandatory 911 and Local Number Portability (LNP) surcharges.

• Services: Unlimited local and international voice minutes, data, SMS/MMS messaging, web browsing, and other standard calling features. The contractor must block 1-900 and collect calls.

• Equipment: Standard cell phone kits (AC charger, USB connector, hard-shell case with screen protector) and devices compatible with multiple frequency bands.

• Customer Service: 24/7 real-time response to trouble calls, with fixes/replacements within 24 hours for domestic and international service.

• Period of Performance:

  • Base: May 15, 2026 - May 14, 2027 (12 Months)
  • Option Year 1: May 15, 2027 - May 14, 2028 (12 Months)
  • Option Year 2 (Extend Services): May 15, 2028 - October 14, 2028 (6 Months)

• Pricing Arrangement: Firm Fixed Price.

• Submission:

  • Complete SF 1449, Attachment (A) Price Sheet, and a separate firm-fixed-price quote with a breakdown.
  • Submit a technical description of services and devices.
  • All quotations must be submitted via email to Cynthia Cruz and Patrick Collins.
  • Emails exceeding 10 MB will not be received.

• Quote Validity: Minimum of 60 calendar days from the offer receipt date.

• Questions Deadline: Two (2) calendar days before the submission due date.

• Evaluation Factors: Price, Technical, and Past Performance. Technical and past performance combined are approximately equal to price.

• This acquisition is set aside for Small Business.

• NAICS Code: 517112 (Wireless Telecommunications Carriers), Size Standard: 1500 employees.

• The solicitation incorporates FAR clauses by reference, including those related to commercial products and services, payment instructions (WAWF), and contract terms.

• Inspection and Acceptance will occur at the destination, with criteria detailed in the PWS.

• CLIN 0001: Base Year (May 15, 2026 - May 14, 2027) - 12 Months
• CLIN 1001: Option Year 1 (May 15, 2027 - May 14, 2028) - 12 Months
• CLIN 2001: Option to Extend (IAW FAR 52.217-8) (May 15, 2028 - October 14, 2028) - 6 Months
• All CLINs currently have a Unit Price and Total of 0.0, indicating these fields need to be completed by the bidder.
• Note 1: Bidders must fill in sections highlighted in yellow.
• Note 2: All prices must be inclusive of all charges.
• Fields for Contractor Name, CAGE Code & UEI, Phone, Email, and Name of Representative are provided for completion.
