- Evaluation Factors: Price, Technical Capability, and Past Performance. Technical Capability and Past Performance are pass/fail and must be rated "Acceptable" to be eligible. Combined, these non-price factors are considered approximately equal in importance to Price for the best value determination. Proposals must be valid for 90 days.
Site Visit & Amendments
A single site visit was scheduled for April 15, 2026, at 10:00 AM MDT. Vendors wishing to attend were required to submit a Base Access Form (Form 128) by March 31, 2026. Amendment 002 updated the solicitation to allow up to two points of contact to attend the site visit.
Important Notes
The Performance Work Statement (PWS) has been updated (Amendment 003 and Q&A) to clarify that steel-toe shoes are preferred but not required, and the government will not dictate exact staffing numbers as long as performance requirements are met (a supervisor is still required). Bidders must review the SCA Wage Determination (Attachment 04) for minimum labor costs in the Colorado area, including a Health & Welfare rate of $5.55 per hour, and factor these into their pricing.
