Quick Summary
The Department of the Navy's MID ATLANTIC REG MAINT CTR has issued a Justification for an Exception to Fair Opportunity for the urgent drydocking and maintenance of the Messing and Berthing Barge YRBM(L)-28. This action justifies a sole-source award to Colonna's Shipyard Inc. under an existing Firm-Fixed Price (FFP) IDIQ contract (N50054-25-D-0015, Delivery Order N50054-26-F-2080) due to critical operational needs and limited contractor capabilities.
Scope of Work
The required services for the YRBM(L)-28 drydocking include:
- Accountability of Manhour and Material Reservation
- Underwater Hull inspection and repair
- Temporary Service provision
- Cleaning and Pumping
- Drydocking and Undocking
- Hazardous Waste Produced on Naval Vessel control
Contract Details
- Type: Firm-Fixed Price (FFP) Delivery Order
- Contract Number: N50054-25-D-0015
- Delivery Order: N50054-26-F-2080
- Awardee: Colonna's Shipyard Inc. (sole-source)
- Published: April 16, 2026
- Place of Performance: Norfolk, VA
Justification for Exception
This sole-source award is justified under FAR Subpart 16.505(b)(2)(i)(A) due to urgency. The YRBM(L)-28 requires immediate drydocking to address water intrusion through its underwater hull, which has been isolated but still poses risks to operational readiness. Colonna's Shipyard is one of only two contractors capable of drydocking a vessel of this type, and towing the barge to another facility is not feasible given its current condition. The typical 30-day fair opportunity period would cause unacceptable delays, impacting the barge's ability to support Chief Naval Operations availabilities.
Set-Aside
Not applicable (sole-source justification).
Additional Notes
The Government intends to compete all future delivery orders under the Barge MAC IDIQ to the maximum extent practicable, using exceptions only when justified. Continuous market research will be performed to maximize competition. Colonna's Shipyard possesses the necessary facilities and can complete the work quicker than other contractors.
