The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), Office of Acquisitions (OA) intends to award a purchase order without providing for full and open competition to Revolutionary Solutions LLC - 6417 Colchester RD Fairfax Station, VA. This procurement is for a continuation of services for two Metabolic Kitchen Cooks for the Obesity and Diabetes Clinical Section (ODCRS). These services will be performed onsite within ODCRS, Phoenix Epidemiology and Clinical Research Branch located in Phoenix, AZ.

Objective:
Metabolic Kitchen Cooks are essential for the proper functioning of the
Obesity and Diabetes Clinical Research Section (ODCRS) in the execution of various study
protocols. The ODCRS conducts research involving nutritional assessments and diet
interventions, energy expenditure, fitness testing, energy intake, and excretion. The studies in
ODCRS require inpatient and outpatient participants to follow highly controlled diets that are
tailored to specific study protocols. The Metabolic Kitchen Cooks will ensure accurate preparation of meals adhering to the precise caloric and nutrition requirements established by the Principal Investigator. The role of the Metabolic Kitchen Cooks is critical in ensuring that the dietary needs of participants in these studies are met with precision, consistency, and high standards of safety and nutritional integrity.
Metabolic Kitchen Cook is not just a general food preparer but a
specialist who must understand the specific nutritional requirements of clinical research
protocols. Clinical research requires an extremely high level of consistency in the diet
as deviations can affect study outcomes. The Metabolic Kitchen Cooks
will be responsible for maintaining rigorous quality control over the food preparation
process, including the correct measurement of ingredients, accurate portioning, and ensuring
the highest standard of hygiene and safety. General kitchen staff services would not have the
necessary depth of knowledge to modify and adapt the menu based on study protocol
adjustments, which are common in clinical research. Especially studies that track metabolic
data over extended periods, require consistent, long-term commitment to meal preparation.
These studies often span several months or even years, with specific dietary regimens
tailored to each individual participant. The Metabolic Kitchen Cooks role is to maintain
continuity and stability in this process, ensuring consistency in the preparation and delivery
of meals that align with the evolving protocols. The position of Metabolic Kitchen Cooks cannot be
easily substituted because it requires a unique combination of skills, expertise, and flexibility
that is essential for the accurate, safe, and effective execution of clinical research protocols.

As ODCRS continues to have a steady volume of participants throughout the year it would be beneficial to continue with the services of the two current Metabolic Kitchen Cooks through Revolutionary Solutions.
This is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement.
