Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the inspection, maintenance, and repair of aircraft sunshades (metal roof structures) located at Joint Base Langley-Eustis (JBLE), Virginia, specifically for the 94th Fighter Generation Squadron.

• The contractor shall provide all necessary equipment, tools, materials, parts, vehicles, personnel, labor, supervision, and management to perform inspections and maintenance, including all repair services for three aircraft metal roof sunshades.

• Services include but are not limited to: inspection and repair of structure LED lights, bird nesting mitigation, lightning protection, obstruction lighting, safety reflective devices, and fall protection.

• Work must be performed in accordance with Original Equipment Manufacturer (OEM) specifications, industry standards, or best practices, and applicable Federal, State, and local building codes and regulations.

• Semi-Annual and Quarterly Inspections: Conducted in November and May for sunshades, and November, February, May, and August for electrical power systems. Inspections cover lightning protection, structure, electrical lines, lighting, and corrosion.

• Preventative Maintenance: Routine maintenance to prolong the sustainability of the sunshades, in accordance with OEM specifications and industry standards.

• Repairs: Identification and correction of necessary repairs, requiring coordination with the Contracting Officer's Representative (COR) and approval from the Contracting Officer (CO).

• Documentation: Submission of inspection reports, maintenance documentation, and repair records in Microsoft Excel format.

• Preventative Maintenance Plan (PMP): Development and submission of a PMP within 30 days of contract award.

• Inspections, Maintenance, and Repairs: Zero Defects (SS-1).

• Estimated Time to Repair: Within +10% of contractor estimate (SS-2).

• Completed Repairs/Work Orders: Zero Defects (SS-3).

• Assess Emergency Conditions: Zero Defects (SS-4).

• Initiate Emergency Repair Actions: Zero Defects (SS-5).

• Surveillance method for all objectives is 100% surveillance.

• Location: Joint Base Langley-Eustis (JBLE), Langley Air Force Base (AFB), Virginia.

• The PWS details specific inspection schedules (Semi-Annual in November/May, Quarterly Electrical in November/February/May/August).

• Personnel Qualifications: Contractor personnel must be fully trained, certified, and licensed.

• Employee Training: Development and implementation of training procedures.

• Security: Compliance with base access procedures, identification requirements, and physical security measures.

• Environmental Management: Compliance with all federal, state, and local environmental laws and regulations, including hazardous materials (HAZMAT) management.

This notice is for informational and planning purposes only to gauge industry interest and capabilities for providing inspections and maintenance services for three aircraft metal roof sunshades at Joint Base Langley-Eustis (JBLE), Langley Air Force Base, Virginia. The services include structural LED lights, bird nesting mitigation, lightning protection inspection, obstruction lighting, safety reflective devices, fall protection, and other attached features to ensure the shelters remain serviceable and safe.

• A draft Performance Work Statement (PWS) is provided to detail the size, scope, and complexity.

• The anticipated performance period is one base year (September 30, 2026 - September 29, 2027) with four subsequent option years.

• The Government anticipates making an award on or about June 30, 2026.

• The Request for Quote (RFQ) is expected to be released on or about May 25, 2026.

• This is NOT a formal Request for Quote; no contract will result from this notice.

• Interested parties must submit a capabilities package (maximum 8 pages) outlining their relevant business abilities and addressing questions in Attachment 1.

• The submission deadline is May 27, 2026, at 12:00 p.m. Eastern Time.

• The Government is seeking information to determine if the requirement should be competed or set aside.

• This is an estimated timeframe; interested parties are responsible for monitoring SAM.gov for subsequent postings.

• The capabilities package should address questions regarding intent to propose, experience, technical/financial abilities, subcontract management, and small business status.
