Solicitation / RFP / RFQ

This solicitation seeks to establish a pool of multiple-award Master Blanket Purchase Agreements (BPAs) for the supply and delivery of various metal supplies to multiple U.S. Army Corps of Engineers (USACE) Engineering Research and Development Center (ERDC) facilities. The objective is to procure metal supplies over the next five years, with orders issued via firm-fixed-price BPA Call orders. There is no minimum guarantee for this agreement.

• Supplies: Includes, but is not limited to, Structural Steel (pipe, tube, angles, channels, beams, bars, plates, sheets, flats, rounds), Special Alloys (projectile material, aircraft quality aluminum, tool steel, non-ferrous alloys), Special Metals (aluminum, copper, stainless, brass, nickel), and Other Metals (titanium, carbide endmills, hardened grades of metals).

• Delivery: Must be to nine (9) ERDC facility locations across the US, including remote locations in Alaska.

• Quality: Contractor is responsible for quality control and meeting identified performance standards.

• Safety: Compliance with commercial safety practices, OSHA, and DOT regulations is required.

• Contract Type: Master Blanket Purchase Agreements (BPAs) with firm-fixed-price BPA Call orders.

• Period of Performance: Five (5) years from award date or until the BPA not-to-exceed limit is reached.

• Threshold: The total capacity for the BPA pool is not to exceed $9,000,000.00. Individual requirements will not exceed the simplified acquisition threshold. The maximum BPA Call value is $250,000.00.

• Proposal Submission: Proposals must be submitted electronically via email to ethel.d.grant@usace.army.mil by the due date of July 17, 2026, 12:00 PM Local Time. Proposals are to be submitted in three volumes: Technical, Past Performance, and Price Quote.

• Evaluation Factors: Offers will be evaluated based on Technical Capacity (Factor 1), Past Performance (Factor 2), and Price (Factor 3). Technical and Past Performance are of equal importance and combined are significantly more important than Price.

• Key Deadlines: Questions are accepted up to ten (10) calendar days before the due date.

• This acquisition is set aside for Small Business.

• Offerors are required to have an active System for Award Management (SAM) registration with no active exclusions.

• Attachment 01 provides a list of metal materials and their specifications.

• Attachment 02 is the Past Performance Questionnaire.

• The solicitation incorporates FAR clauses by reference, including those related to System for Award Management, commercial products/services, and small business set-asides.

Client Information (Blocks 5-8): Requires details about the client, including their name, title, contact information, their role in the project, and the date the questionnaire was completed and signed.

Adjective Ratings and Definitions: Provides definitions for performance ratings ranging from (E) Exceptional to (U) Unsatisfactory, along with notes on when each rating is appropriate. A (N) Not Applicable rating is also included.

This questionnaire is a critical component of the proposal submission. Bidders must ensure their clients accurately and thoroughly complete it to provide a positive assessment of their past performance. The information gathered will be used by the government to evaluate the offeror's ability to successfully perform the requirements of the current opportunity.

• General: Assesses response to emergencies, compliance with contractual terms, and willingness to rehire the firm, concluding with an overall performance rating.

Bidders should review this form to understand the criteria the government uses to evaluate contractor performance. This can provide insights into key performance indicators and areas of focus for successful contract execution. The "Would you hire or work with this firm again?" question is particularly relevant for assessing past performance. The form also includes space for narrative comments on strengths, weaknesses, and deficiencies, which may offer qualitative insights into contractor performance.
