Delivery is required to nine (9) ERDC facility locations across the US, including remote sites in Alaska. Contractors are responsible for quality control and compliance with commercial safety practices, OSHA, and DOT regulations.
Contract Details
- Contract Type: Master Blanket Purchase Agreements (BPAs) with firm-fixed-price BPA Call orders.
- Period of Performance: Five (5) years from award date or until the $9,000,000.00 not-to-exceed limit is reached, whichever is earlier. There is no minimum guarantee of work.
- Value: Total capacity for the BPA pool is $9,000,000.00. Individual BPA Call orders will not exceed the simplified acquisition threshold, with a maximum call value of $250,000.00.

Submission & Evaluation
- Submission: Proposals must be submitted electronically via email to ethel.d.grant@usace.army.mil by July 17, 2026, 12:00 PM Local Time. Submissions should be in three volumes: Technical, Past Performance, and Price Quote.
- Evaluation: Award will be based on overall best value. Offers will be evaluated on Technical Capacity (Factor 1), Past Performance (Factor 2), and Price (Factor 3). Technical and Past Performance are of equal importance and combined are significantly more important than Price.
- Key Deadlines: Questions are accepted up to ten (10) calendar days before the due date.
