Scope of Work

The contractor will establish and maintain a comprehensive VMI system, including:

• Hardware Supply: Purchase and maintain minimum/maximum stock levels of Type I and Type II hardware components as detailed in Attachment 0002 (Price Matrix).
• Infrastructure: Provide and maintain contractor-owned bins and shelving for hardware storage.
• Inventory Management: Conduct scheduled inventory reviews, remove damaged goods, and restock to predetermined levels.
• Support Services: Offer 24/7 support, including guaranteed 2-hour response for emergency calls and 1 business day on-site presence/refill for emergency/expedited service requests.
• Reporting: Provide monthly consumption reports in Microsoft Excel and bi-weekly reports for WAWF.
• Transition: Assume zero government stock at contract start, achieve required minimum levels by day 61, and provide an on-site manager for the first three weeks after day 61.

• Contract Type: Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ).
• Period of Performance: 5 years from contract award, including a 60-day phase-in period, with five ordering periods.
• Set-Aside: Unrestricted.

• Delivery: First order (CLIN 0001) within 60 days After Contract Award. Subsequent orders within 30 days, up to 10 units per month.

Submission & Evaluation

• Proposal Due Date: March 23, 2026, 10:00 AM CT.
• Submission Method: Electronically via email to heather.j.petersen.civ@mail.mil.
• Pricing: Prices must remain valid for 90 days. Bidders must populate the unit price columns in Attachment 0002 for each ordering period.
• Evaluation Criteria: Technical Experience, Technical Approach, Program Management (all Acceptable/Unacceptable), and Price. Award will be made to the responsible offeror whose proposal is most advantageous to the Government, based on the lowest total evaluated price.
• Discussions: The Government intends to award without discussions but reserves the right to conduct them.

Special Requirements & Notes

• Safety & Security: Compliance with federal, state, local, OSHA, EPA, IEPA, and Army regulations. Contractor employees must comply with RIA-JMTC security procedures and be escorted within the fence line.
