Solicitation / RFP / RFQ

This solicitation is a Request for Quotes (RFQ) for the renovation of the Mezbau Duplex located on the Old Embassy Compound (OEC). The U.S. Government intends to award a contract to the responsible company submitting the lowest priced, acceptable offer. Discussions may be held if necessary.

The project involves converting electrical systems from 120/208-volt, 60 Hz to 230/400-volt, 50 Hz power. It also includes masonry and carpentry repair, upgrading of plumbing systems, and painting of the residence to restore functionality and aesthetic appeal. Seven supplemental files containing technical drawings are included.

• Contract Type: Negotiated (RFP)

• Period of Performance: 120 calendar days after award/notice to proceed. Work must commence within 15 calendar days of notice to proceed.

• Estimated Value: Anticipated range of $100,000.00 to $250,000.00.

• Performance Protection: 50% of contract price for performance/payment protection.

• Insurance: General Liability with specified minimum amounts.

• Submission Deadline: June 24, 2026, at 04:00 PM.

• Evaluation Criteria: Award will be made to the lowest priced, technically acceptable, and responsible quoter. Technical acceptability will be based on the technical proposal, performance schedules, methods, and past performance. Responsibility will be assessed through past performance and general requirements submissions.

• Proof of SAM Registration is required, or submission of required FAR clauses if not registered.

• Offers must be in English. Incomplete quotations will not be accepted.

• A maximum of two attendees are permitted for the site visit due to security limitations.

• The following documents must be submitted: SF-1442 (Blocks 14, 15, 16, 17, 30A, 30B, & 30C), Section A (Pricing), Section L (Representations and Certifications), additional information as required in Section J, and proof of SAM Registration.

• Attachments include: Sample Letter of Bank Guaranty, Breakdown of Prices by project Milestone, and Statement of Works/Drawings.
