Quick Summary
The Naval Air Systems Command (NAVAIR) intends to award a Cost Plus Fixed Fee (CPFF) Order on a sole source basis to Lockheed Martin Rotary and Mission Systems (LM RMS) for MH-60 Follow-on Flight Test Support. This effort, spanning March 2027 through March 2032, will provide critical technical, management, and process support for MH-60R/S aircraft software and hardware testing. While a sole source action, the Government will consider proposals from other interested sources received by June 3, 2026.
Scope of Work
LM RMS will provide prime technical expertise to H-60 test teams (AIRTEVRON TWO ONE (HX-21) and AIRTEVRON ONE (VX-1)) at Patuxent River, MD. This support includes:
- Testing of MH-60R/S operational, vendor, maintenance, and laboratory support software.
- Conduct of testing for obsolescent parts, regression, and new capability upgrades.
- Test and evaluation of H-60 software and hardware, including interface testing of subsystems and system/subsystem upgrades.

Justification & Evaluation
This action is intended to be awarded sole source to LM RMS under 10 U.S.C. 3204 (a)(1) / FAR 6.302-1, as LM RMS is the sole designer, developer, systems integrator, and manufacturer of the MH-60R/S aircraft and weapon system. They possess the unique knowledge, personnel, facilities, and technical data required.
The Government does not intend to fund the development or qualification of other sources. However, it will consider all proposals received within thirty days of the publication date (by June 3, 2026) solely to determine if a competitive procurement is feasible.
