Terms and Conditions

This document outlines the "Terms and Conditions" applicable to the solicitation "70Z03826QB0000090". It incorporates various Federal Acquisition Regulation (FAR) and Homeland Security Acquisition Regulation (HSAR) provisions and clauses by reference, many of which include deviations.

• Period for Acceptance of Offers: Offerors must hold prices firm for 60 calendar days from the offer receipt date, unless otherwise specified.

• Certification Regarding Responsibility Matters (52.209-5): Requires certification regarding debarment, suspension, convictions, civil judgments, and contract terminations for default within the past three years.

• Representation by Corporations Regarding Delinquent Tax Liability or Felony Conviction (52.209-11): Corporations must certify they have no unpaid Federal tax liability or felony convictions within the preceding 24 months.

• Security Prohibitions and Exclusions (52.240-91): Includes representations and certifications related to covered telecommunications equipment/services, business operations in Sudan, and Iran sanctions.

• Quality Assurance: Applicable to orders for products touching USCG aircraft. Requires immediate notification of any event, supply change, material change, malfunction, counterfeit parts, defect, or non-airworthy condition that could cause non-conformity. The contractor's quality control manual must address risk management, testing, inspection, and counterfeit/suspect parts processes.

• Packaging and Shipping Instructions: Specific requirements for packing materials, labeling, and shipping to the USCG Aviation Logistics Center are detailed.

• Inspection and Acceptance: Inspection and acceptance of material will be performed at the destination by local USCG personnel. A Certificate of Conformance (COC) is required for all items.

• Option for Increased Quantity (52.217-6): Details the government's option to increase quantities for Line Items 1 and 2 within one year of award.

• Sustainable Products and Services (52.223-23): Requires compliance with various statutory mandates and directives for purchasing sustainable products and services.
