Scope of Work
The Coast Guard needs a temporary sanding space to facilitate aircraft and parts surface preparation, including sanding, grinding, and coating removal, for MH-65 fleet restoration. This solution must mitigate hazardous airborne particulates (e.g., hexavalent chromium, cadmium, isocyanates) and flammable dusts, ensuring personnel safety, asset protection, and environmental compliance. The system must be deployable on an as-needed basis within hangars without impacting existing infrastructure or safety systems. The effort also includes engineering support, design modifications, and product improvement.
Required Capabilities (from Attachment 1)
The portable enclosure system must create a controlled environment meeting OSHA, EPA, and NFPA standards. Key requirements include:
- Structural & Fire Safety: Compliance with NFPA 33, 409, 410; use of non-combustible/fire-retardant materials; secure anchoring.
- Ventilation & Environmental Controls: Maintain negative pressure (-0.10 in WG static, -0.05 in WG when not sanding); explosion-proof exhaust (NFPA 91); filtration for hexavalent chromium/cadmium dusts with manometer; integration with source-capture vacuum systems.
- Electrical & Ignition Control: Compliance with NFPA 70 (NEC) for Class I, Division 1 or 2 electrical components.
- Safety & Operational Features: Multi-chamber design (clean entry, transition/decontamination, work zones); integrated fire suppression; intrinsically safe communication systems; HEPA filtration (99.97% at 0.3 microns); temperature and humidity control; space for 4-6 downdraft tables.
