This solicitation is for the procurement of kiosks and interpretive panels for the Seney National Wildlife Refuge. The government is seeking to award a firm-fixed-price contract to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous, considering technical specifications, past performance, and price. Technical and past performance are considered more important than price.

The requirement includes:

• Seven (7) Gel Coat Laminate (GCL) Panels (36" x 48")
• Gel Coat Laminate (GCL) Panels (36"W x 24"h)
• Gel Coat Laminate (GCL) Panels (48"w x 36"h x .125)
• Gel Coat Laminate (GCL) Panels (60"w x 24"h x .125)
• Two (2) Aluminum Double-Sided Upright Exhibit Bases for panels and bulletin cases.
• Aluminum Double-Sided Upright Exhibit Bases for panels and bulletin cases.
• Ten (10) Aluminum Brochure Holders (5"w x 11"h x 3"d).
• Aluminum Upright Exhibit Bases for panels.
• Aluminum Cantilevered Exhibit Bases for panels.
• Aluminum Rail Mounted Exhibit Bases for panels.
• Freight and Shipping.

• This is a 100% Total Small Business set-aside.

• The contract type is firm-fixed-price.

• Period of Performance: March 2, 2026, to April 28, 2026.

• Offerors are strongly encouraged to submit their quotation on Standard Form (SF) 1449.

• All questions and quotes must be emailed to jeremy_riva@fws.gov by the closing date and time.

• Evaluation will be based on technical specifications, past performance, and price, with technical and past performance being more important than price.

• The government reserves the right to award to other than the lowest priced offer based on best value tradeoffs.

• Estimated lead time after receipt of order should be provided.

• This acquisition is a 100% Total Small Business set-aside.

• The solicitation incorporates FAR clauses by reference, including 52.212-4 and 52.212-5.

• Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Fish and Wildlife Service (FWS) requires the fabrication and shipment of kiosks, interpretive panels, brochure holders, and interpretive sign bases to support recreational visitors accessing Service lands. The goal is to enhance public image, provide welcoming experiences, ensure safety, and assist with navigation.

• Design, fabricate, and ship 5 kiosk bases with 7 interpretive panels, 10 brochure holders, and 3 bases with interpretive signs.

• Sign types include trails wayfinding signs and sign maps.

• Contractor to provide all labor, material, supplies, and equipment.

• Contractor is responsible for fabrication and delivery, but not installation.

• Interpretive Panels: Gel Coat Laminate (GLC) with specific dimensions (e.g., 36"x48", 36"x24", 48"x36", 60"x24"), single-faced, matte finish, square cut, no holes.

• Aluminum Bases: Double-sided upright bases and cantilevered exhibit bases, powder coated black, with specific post dimensions and baseplates. Some for direct embedment.

• Brochure Holders: 5"x11"x3" size, aluminum with a top lid and powder-coated back.

• Sign Frames: Standard black powder coat, aluminum, high-strength, rust-free, with rounded corners and weep holes.

• Delivery Date: April 28, 2026.

• Place of Performance: Contractor's site. Coordination meetings via telephone and virtual platforms.

• Contractor must follow the specifications in the 2019 Fish and Wildlife Service Sign Handbook, with specified exceptions.

• Adherence to FWS-specific theming-based branding guidelines and user-centered design principles.

• Information security and safe handling of information are required.

• Government will provide all final graphics files.

• Warranty work must be completed.
