Quick Summary

The U.S. Fish and Wildlife Service (FWS), under the Department of the Interior, is soliciting proposals for the fabrication and shipment of kiosks, interpretive panels, brochure holders, and sign bases for the Seney National Wildlife Refuge. This procurement aims to enhance visitor experience, safety, and navigation on Service lands. This is a 100% Total Small Business Set-Aside. Quotations are due by the closing date and time specified in the solicitation.

Purpose & Scope

The objective is to procure interpretive signage to support recreational visitors accessing FWS lands. The contractor will be responsible for the design, fabrication, and shipment of 5 kiosk bases with 7 interpretive panels, 10 brochure holders, and 3 bases with interpretive signs, including trails wayfinding signs and sign maps. The contractor must provide all labor, material, supplies, and equipment, but is not responsible for installation.

Key Requirements & Deliverables

The requirement includes various Gel Coat Laminate (GCL) Panels in specific dimensions (e.g., 36"x48", 36"x24", 48"x36", 60"x24"), which must be single-faced, matte finish, and square cut. Also required are Aluminum Double-Sided Upright Exhibit Bases, Aluminum Cantilevered Exhibit Bases, Aluminum Rail Mounted Exhibit Bases, and Aluminum Brochure Holders (5"w x 11"h x 3"d). All aluminum components are to be powder-coated black. Specific items detailed include 3-panel kiosks, single-panel kiosks, and interpretive signs with various mounting options (cement, direct embedment). Freight and shipping are also part of the deliverables.

Submission & Evaluation

Offerors are strongly encouraged to submit quotations on Standard Form (SF) 1449. All questions and quotes must be emailed to jeremy_riva@fws.gov by the closing date and time. Evaluation will be based on technical specifications, past performance, and price, with technical and past performance considered more important than price. The government intends to award a contract that is most advantageous, reserving the right to award to other than the lowest-priced offer based on best value tradeoffs. Offerors should provide an estimated lead time after receipt of order.
