This document provides clarifications and answers to vendor questions regarding the solicitation, addressing discrepancies between the Statement of Work (SOW) and site conditions, and offering guidance on specific technical aspects of the project.

• Quoting Instructions: Vendors should disregard clerical errors in the SOW referencing "septic system overflow alarms," "wastewater infrastructure," and "doors" as they are not relevant to this project. The recent site visit highlighted discrepancies between the SOW and field conditions, and vendors were encouraged to attend to identify challenges.
• Panel Replacement: A full garage panel replacement is not required if the existing box can support the additional 50 amps. Only the source breaker and feeder conductors need consideration for replacement, contingent on the panel's capacity.
• Alternative Proposal (Directional Bore): Vendors may propose directional boring as a line-item alternative for running wire from the Headquarters flower bed to the east side of the garage. The primary plan is to use existing conduit unless unsuitable. This alternative should be presented separately in the quote.
• Exterior RV Receptacle: The 50-amp RV-capable receptacle is to be installed on the exterior of the building, and the installation must meet code requirements for new exterior installations.

These clarifications address potential ambiguities and provide specific guidance, potentially impacting how vendors prepare their quotes and proposals, particularly regarding the scope of electrical work and alternative installation methods.

Amendment / Modification

This amendment (0001) to solicitation 140FC226Q0018 is issued to post questions and answers received from the site visit.

All other terms and conditions of the original solicitation remain the same.

The period of performance has been updated to 04/27/2026 to 05/15/2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To upgrade the existing electrical service at the Shiawassee National Wildlife Refuge headquarters from 50 amp to 100 amp capacity to ensure reliable performance and prevent system overloads.

• Upgrade the electrical system serving the four-stall garage to a minimum capacity of 100 amps.

• Evaluate current electrical service, identify limitations, and replace/upgrade outdated components.

• Replace existing wiring with new, appropriately rated wiring routed through the existing underground conduit (approx. 125 feet).

• Inspect and confirm the serviceability of the existing underground conduit.

• Furnish and install a 50amp RV-capable receptacle in the northwest corner of the garage.

• Repair and restore any interior finishes disturbed by the electrical work.

• Remove all debris, packaging, and waste generated by the upgrade, leaving the worksite clean.

• All work must comply with applicable electrical codes, safety standards, and permitting requirements.

• Quality Control: Contractor must maintain a documented QC program. Government will perform QA.

• Acceptance Criteria: Electrical system must safely support at least 100 amps, meet all code requirements, pass AHJ inspection, and all other specified requirements must be met.

• Place of Performance: Shiawassee National Wildlife Refuge headquarters, 6975 Mower Road, Saginaw MI 48601.

• Period of Performance: April 27, 2026 – May 15, 2026.

• Normal Duty Hours: Monday-Friday, 8:00 a.m. - 4:00 p.m. (Nonduty hours exclude weeknights, weekends, and Government holidays).

• Note: Spring conditions may affect site accessibility and require coordination with refuge staff.

• Contractors must be registered and active in SAM.gov at the time of award.

• Contractors must demonstrate prior experience with similar scope work.

• Contractors must maintain required insurance coverage and bonding.

• Contractor is responsible for furnishing all equipment, tools, supplies, and materials.

• Government will provide electricity and restroom facilities.

• This Request for Quotation (RFQ) is set aside for small business concerns.

• The small business size standard is $19 Million.

• A site visit will be held on 04/15/2026 at 10:00 AM EST at 6975 Mower Road, Saginaw, MI 48601. Contractors must RSVP to cgarrigas@ios.doi.gov no later than 24 hours prior to the site visit.

• No questions will be answered at the time of the site visit.

• Performance and payment bonds are not required.

• Offers must be valid for 15 calendar days after receipt of notice to proceed.
