Scope of Work
The contractor shall provide end-to-end development services for up to five (5) video-based microlearning modules, each 5-15 minutes in duration. This includes instructional design, media production, project management, and quality assurance. All content must be Section 508-compliant, meet applicable DOD accessibility standards, and be suitable for web hosting and potential future Learning Management System (LMS) deployment. Videos should be learner-focused, cognitively engaging, and utilize visual storytelling with real-world examples.
Key Requirements & Qualifications
- Instructional Design: Conduct analysis, develop learning objectives, and produce detailed scripts/storyboards based on government-provided material.
- Media Production: Professional video production, editing, voiceover narration, custom graphics, and animations.
- Accessibility: Ensure Section 508 and WCAG 2.1 compliance, including closed captions, downloadable transcripts, and accessible navigation. Audio descriptions may be required.
- Key Personnel: Requires a Project Manager (Master's, 15+ years experience), Instructional Systems Designer (10+ years experience), and Quality Assurance Reviewer (Trusted Tester certification).
- Contractor Qualifications: Must demonstrate federal training experience (5+ agencies), Section 508/WCAG 2.1 experience, QA evaluation experience, LMS administration experience, and experience delivering to large audiences (10,000+ learners).
Submission Details
Interested parties must be registered in SAM and submit an unclassified capability statement (max 10 pages). The statement should include company information, business type, socio-economic category, teaming arrangements, GSA/IDIQ contract numbers, prime/subcontractor interest, expertise relevant to the draft PWS, industry feedback on the PWS, and details on five similar federal projects (including two from DoW or DHS within the last 5 years).
