This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotations (RFQ) by the Naval Research Laboratory (NRL) in Washington, DC. The government is seeking to purchase Microsoft Exchange Server on a Brand Name Only basis.

• Product: Microsoft Exchange Server.

• Basis: Brand Name Only, in accordance with FAR 13.106-1(b)(3). No substitute or equal products will be considered due to compatibility, interoperability, and integration requirements with the existing Microsoft enterprise environment.

• Condition: New equipment ONLY. No remanufactured or "gray market" items accepted.

• Warranty: All equipment must be covered by the manufacturer's warranty.

• Vendor Authorization: Vendors must be an Original Equipment Manufacturer (OEM), OEM authorized dealer, authorized distributor, or authorized reseller. Proof of authorization from the manufacturer is required.

• Software Licensing: Must be in accordance with OEM terms and conditions.

• Maintenance Renewals: Performance period must begin on or after contract award; cannot be backdated. Reinstatement fees must be listed separately.

• Contract Type: Firm-Fixed-Price (FFP).

• Procurement Basis: Full and open competitive announcement.

• Submission Method: Via email. Reference the solicitation number in the subject line.

• Required Information: Technical and price quote, DUNS Number, Cage Code.

• Evaluation: Lowest Price Technically Acceptable (LPTA). Offers will be ranked by price. The lowest priced offer(s) will be evaluated for technical acceptability. Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors.

• Discussions: Award may be made without discussions or negotiations.

• SAM Registration: Active registration in the System for Award Management (SAM) is required.

• Terms & Conditions: Quotes must include a statement accepting the terms and conditions or listing any exceptions.

• Set-Aside: Full and Open Competition.

• Delivery Address: 7 Grace Hopper Ave, Mail Stop 2, Monterey, CA 93943. FOB Destination is preferred.
