Sources Sought Notice

This notice is issued by the Defense Language Institute Foreign Language Center (DLIFLC) via the Mission Installation and Contracting Command (MICC) ‐ Fort Eustis for market research purposes. The government is seeking to identify potential sources capable of providing Microsoft Unified services. DLIFLC supports over 7,500 personnel worldwide, utilizing a platform-agnostic environment with Windows and macOS systems, and mobile devices. The current Microsoft ecosystem includes M365 A5, Azure, on-premises infrastructure, and single sign-on (SSO), supported by services like Windows Server, Active Directory, Exchange, SharePoint, Visio, Project, Power BI, and Entra AD Premium.

Respondents must demonstrate the ability to transfer subject matter expertise (SME) to DLIFLC’s technical team for continuity and operational effectiveness. The draft Performance Work Statement (PWS) outlines the specific requirements for supervision, labor, personnel, equipment, and materials, excluding Government Furnished Property (GFP).

The anticipated contract type is Firm Fixed Price. This notice is for information and planning purposes only and is not a solicitation.

Interested parties must submit a capability statement (not exceeding 4 pages, Times New Roman, 10-point font) by 12 pm EDT on June 12, 2026. Capability statements should be emailed to Jeanellia S. Payne (jeanellia.s.payne.civ@army.mil) and Edward Wojtan (edward.w.wojtan2.civ@army.mil).

This requirement is not currently set-aside for any socioeconomic business programs or business sizes. Respondents must indicate if they qualify as an Alaskan Native Owned, Native Hawaiian Owned, or 8(a) Tribally Owned entity. Companies must also be certified Microsoft Partners.

Capability statements must include:

• Company profile (name, address, affiliate info, POCs, UEI, CAGE Code, small business designation).
• Description of the firm's ability to meet PWS requirements.
• Past performance/experience on similar contracts within the last three years (including project title, location, description, role, dollar value, and client).
• Specification of prime or subcontractor role.
• Percentage of work to be performed by small business prime and similarly situated entity subcontractors (if applicable).
• Experience managing subcontractor teams.
• Industry input on the attached draft PWS (submitted as a separate document).

Performance Work Statement (PWS)

To provide Microsoft Unified Support Services for the Defense Language Institute Foreign Language Center (DLIFLC) to support and strengthen its IT knowledge base, capabilities, and system performance.

• Provide non-personal services through Microsoft Designated Support Engineering for DLIFLC operations.

• Support a broad range of Microsoft products and platforms including Active Directory (AD), Windows Server OS, Exchange, Entra AD, ADFS, SharePoint, Project, PowerApps, Azure, and related systems.

• Transfer expertise to DLIFLC personnel to enhance the enterprise network.

• Offer "blue-badge" Unified Support services for rapid issue resolution and expert guidance.

• Provide technical support, problem resolution, workshops, and strategic guidance for Microsoft technologies.

• Deliver proactive and reactive services, including Service Delivery Management, product updates guidance, engineering support, and onboarding assistance.

• Offer on-demand and offline assessments of Microsoft technology implementation.

• Provide access to digital workshop libraries, webcasts, sponsored events, and advisory support.

• Troubleshoot issues related to Microsoft products, manage escalations, and provide extended hotfix support for specific product families.

• Offer U.S. citizen-only technical help for problem resolution.

• Provide Designated Support Engineering (DSE) resources for problem prevention, resolution, and technical/business-focused guidance.

• Contractor shall submit a Quality Control Plan (QCP) within 30 days of performance start.

• Government will evaluate performance per the Quality Assurance Surveillance Plan (QASP).
