Statement of Work (SOW) / Performance Work Statement (PWS)

The Product Test Center requires a high-power, high-performance microwave digestion system to prepare chemically resistant and complex sample matrices for elemental analysis. This acquisition aims to standardize the laboratory's digestion platforms for operational interoperability.

The contractor shall provide a complete, "turnkey" Questron QWave 1000 Watt Microwave Digestion System. This includes:

• The core instrument

• Necessary high-pressure vessels and accessories

• Software

• Delivery

• On-site installation by a certified technician

• System verification

• Comprehensive operator training

• A full warranty

• Digestion Performance: Must achieve complete and reproducible digestion of difficult materials (e.g., Titanium 6-4, tungsten ores, specialty steels), yielding clear solutions suitable for trace metals analysis.

• Throughput: Capable of digesting a minimum of 12 samples simultaneously.

• Safety: Must provide multiple layers of monitoring and control, including real-time temperature and pressure control, automatic microwave power adjustment, and a blast-resistant cavity door.

• Interoperability: Fully compatible with the laboratory's existing Questron equipment ecosystem, requiring a common software control platform.

• 16 Enhanced Volume, High-Pressure (eVHP), HF-Compatible Vessels (12 standard + 4 spares)

• Vessel liners, tops, and over-pressure release valves

• Perpetual Software License (common platform with Vulcan S Uno)

• On-Site Installation and IQ/OQ

• On-Site Operator Training (up to 5 personnel, minimum 4 hours)

• Operator and Service Manuals (hardcopy and electronic)

• Certificate of One-Year Comprehensive Warranty

• Delivery of all hardware, software, and accessories to be completed within 90 days from the date of award.

• Installation and training to be coordinated upon delivery.

• Pricing: Must include all costs for shipping and delivery (FOB Destination).

• Invoicing: Must be submitted through Wide Area Workflow (WAWF).

• Technical Specifications: System must be a new, current-production model Questron QWave 1000 Watt Time-to-Temperature Configuration with specific power, frequency, cavity, temperature, and pressure controls. Cavity volume minimum 56 liters. Requires integrated exhaust blower.

• Installation: Performed by a factory-certified Field Service Engineer (approx. 4 working hours).

• Certification: Provide instrument certification/verification (IQ/OQ) and NIST Traceable ANSI/NCSL Z540.1 certificate for calibrated components.

Solicitation / RFP / RFQ

This document is a Request for Quotations (RFQ) for a Questron QWave 1000-Watt Microwave Digestion System for the Product Test Center located in Philadelphia, Pennsylvania. The government is procuring this system to meet its operational needs.

• The primary deliverable is one (1) Questron QWave 1000-Watt Microwave Digestion System.

• Technical specifications for the system are detailed in Attachment 1 (Tech Specs QWave System) and Attachment 2 (PWS and Technical Specs).

• The system must be delivered within 90 days from the date of award.

• Packaging must be in accordance with ASTM D3951.

• Contract Type: Firm Fixed Price.

• Period of Performance: 90 days from date of award to include delivery.

• Delivery Date: 90 days After Receipt of Order (ARO).

• FOB: Destination.

• Quotations are due by 11:00 PM Eastern Standard Time (EST) on March 12, 2026.

• Quotes must be submitted via email to Elizabeth.Dickstein@dla.mil. Emailed quotes cannot exceed 15 MB; larger quotes must be divided into multiple emails.

• The subject line for emailed quotes should be: "SP4706-26-Q-0002 Microwave Digestor".

• Award will be based on the Lowest Price Technically Acceptable (LPTA) method.

• The government reserves the right to award without discussions, but may conduct discussions if necessary.

• Offerors are encouraged to submit their best technical and price offer initially.

• The government may reject any or all offers.

• The RFQ is marked "IS NOT A SMALL BUSINESS SET-ASIDE".

• Offerors must complete all required representations and certifications.

• The DLA Master Solicitation for E-Procurement Automated Simplified Acquisitions (Revision 104, dated February 24, 2026) and DLAD Procurement Notes (JAN 2026) are incorporated by reference.
