• Conformance Process: Details the procedure (Standard Form 1444) for establishing wage rates for occupations not listed in the determination.

This document is critical for bidders to understand the labor costs associated with performing services under a federal contract in the specified region. Bidders must ensure their proposals account for at least these minimum wage and fringe benefit requirements for all covered service employees. Failure to comply can lead to contract violations.

Solicitation / RFP / RFQ

This solicitation is for maintenance and repair services for a Schindler 3100 MRL traction elevator located at the Mid-Atlantic Tribal Health Center (MATHC) in Charles City, VA. The MATHC is a new, two-story clinic serving the Native American population in the geographic area.

• Preventative maintenance for the elevator.

• Elevator repairs as needed.

• Adherence to applicable regulations, publications, and manuals, including ASME, NFPA, IBC, Elevator Industry Field Employees' Safety Handbook, and specific ASME codes (A17.1, A17.2, A17.3, A17.5, A17.6, A18.1) and NFPA codes (NFPA 13, 70, 72, 101).

• Provide a written schedule of checks and lubrication.

• Provide a report for each maintenance performed.

• Regular tests covering a comprehensive list of elevator components and systems (detailed in the SOW).

• Contractor must be a firm regularly engaged in elevator repair and maintenance, with expertise in traction elevators.

• Possess necessary manpower, equipment, and tools, including specialty items for Schindler lifts.

• Elevator Mechanics/Technicians must have completed an Apprenticeship Program, passed a U.S. Department of Labor-approved examination, and possess at least five years of experience.

• Contract Type: Firm Fixed-Price.

• Period of Performance: Base Year (03/01/2026-02/28/2027) with four Option Years extending through 02/28/2031.

• Offer Due Date: January 29, 2026, at 5:00 PM ET.

• Submission Requirements: Include annual rate for base and option periods, summary of total price, completed IEE representation form, elevator certifications, narrative of experience (5 years, Schindler specific), proposed inspection test list and frequency, list and frequency of preventative maintenance tasks, published labor rates for repair services.

• Evaluation Basis: Lowest Price Technically Acceptable (LPTA).

• The clinic's hours of operation are Monday-Friday, 8:00 am-4:30 pm, excluding federal holidays.

• Invoices are to be submitted monthly through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).

• Performance objectives include preventive maintenance (min. 2 hours/visit), non-emergent repairs (4-hour response), and emergency response/entrapment (1-hour response).
